Major Duties And Responsibilities:
  • · In order to address the effects of inequity on children's and women's rights, and to respond to the challenges and request for social protection in Iraq, UNICEF is increasingly working in public policy analysis and advocacy with governments and development partners. To strengthen its equity agenda, UNICEF works on evidence-based analysis to build support and political capital in favour of effective policies, laws and budgets that promote the rights and well-being of children and women.
    The analysis of the impact of public policies on children (Focus Area 5), will be used to advocate for policies which foster the realization of children's rights, and it will also serve as a critical underpinning to the other UNICEF Mid Term Strategic Plan focus areas.
    Under the general guidance of the Social Policy Chief, the position is accountable for effective engagement in social policy dialogue with the Government and Un counterparts, and advocate for increased and equitable public policies.

  • · Provides professional assistance in UNICEF's engagement in social policy dialogue and development with the
    Government; maintains constructive dialogue and partnerships between international and local stakeholders to support the development of social policies and programmes contributing to the progressive realization of children's rights; and ensures that the services delivered are innovative, and effective ways in reaching the most vulnerable children and families.
  • · Promotes and advocates for the reform of a social and child protection system for children.
  • · Collaborates with the central and local authorities to assist in planning, policy discussion and service delivery, including providing professional assistance in the development programme plans of action for children at provincial and district/municipality levels.
  • · Supports to strengthen coordination between sectors and between different levels of government structures for policy implementation.
  • · Promotes and raises awareness on children's rights with the general public and policy makers, including contributing to effective information dissemination, mass media campaign, special events, and other means, to ensure local buy-in, commitment, and continued relevance of UNICEF programming.
  • · Contributes to establishing and strengthening effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies, to support sustained and proactive commitment to the Convention of the Rights of the Child.
  • · Identifies other critical partners, promotes awareness and builds capacity of partners, and actively facilitates effective collaboration within the UN family.

Minimum Requirements:
Education: University degree, preferably in Economics, Social Sciences, International Relations, Political Science, International Finance, or other relevant disciplines.
Work experience: One year of relevant professional work experience.
· Language: Fluency in English, Arabic
· Foundational Competencies: Commitment, Drive for Results, and Working with people
· Functional Competencies: Formulating Strategies and Concepts; Analysing; Applying Technical Expertise; Learning and Researching; and Planning and Organizing.
· OTHER SKILLS AND ATTRIBUTES:
- Background/familiarity with Emergency- Knowledge of Iraq's economic and political situation- Expertise to leverage UNICEF's competitive advantage.- Understanding of UNICEF programmatic goals, visions, positions, policies and strategies
- Understanding of UN mission and system; and UN International Code of Conduct.
