The portfolio includes infrastructure, procurement, human resources, capacity building, access coordination and security projects for partners and beneficiaries throughout the occupied Palestinian territory.
Background Information - Job-specific
The Senior Site Manager (SSM) is required to manage and coordinate day to day activities of building contractors and must therefore fully understand and be experienced in all aspects of the construction process. The SSM will be expected to demonstrate to tradesmen best practice techniques of key technical trades. The SSM will therefore have extensive practical experience performing practical construction activities and supervising works, i.e. the SSM will have a skilled tradesmen back ground. Engineering support will be provided by the engineering staff.
The SSM will also be required to contribute to the project evaluation process, highlighting challenges associated with the project and feeding back into a continuous improvement cycle for JMPC.
The role will require simultaneous involvement in multiple projects within the West Bank.
Functional ResponsibilitiesUnder the direct supervision of the Infrastructure Programme Manager and with the project level support of the Project Managers involved with each project, the SSM will be responsible for managing all day to day construction activities. These will include:
  • Managing, planning and coordinating monthly, weekly and daily construction activities.
  • Managing construction site safety
  • Managing construction quality activities.
  • Ensuring that correct and accurate guidance on work streams are provided to the project teams.
  • Participating in construction approval and inspection activities.
  • Liaise closely with engineering staff ensuring engineering accuracy of construction activities.
  • Mentoring and directing engineering staff including teaching dimensional control, best practice and etc
  • Mentoring and directing contractors supervision staff including teaching dimensional control, best practice and etc
  • Conduct regular contractor coordination meetings
  • Identifying and solving construction issues in a timely fashion and keeping project manager and engineering staff informed.
  • Manage and coordinate negotiations with all interested parties including contract disputes and claims.
  • Liaise with and provide support to other offices within the country as required.
  • Liaising with international clients and beneficiaries.
  • Contribution to and delivery of the ISO14001 Environmental Management process
  • Working hours are expected to be a minimum of 50 hours per week
  • Perform other related duties as required.

Education/Experience/Language requirements
a. Education
EITHER
  • Industry recognized qualifications in construction site supervision;
  • Industry recognized certification in construction site safety;
  • 9 years experience managing or supervising construction activities on a range of large and diverse construction projects in a developed commercial environment requiring the coordination of multiple contractors and multiple trades simultaneously.
OR
  • An advanced degree in construction management or related fields from a reputable university (a first degree in combination with relevant experience will be accepted in lieu of an advanced degree);
  • 5 years experience (with an advanced degree) or 7 years experience (with a first-level degree) managing or supervising construction activities on a range of large and diverse construction projects in a developed commercial environment requiring the coordination of multiple contractors and multiple trades simultaneously.
AND
  • A nationally recognized certificate in a relevant construction trade, for example carpentry, concreting, plumbing, electrician etc.
b. Work experience
  • Experience of at least 2 years working in the UN.
  • Experience managing teams is essential.
  • Extensive experience implementing works under complex quality and safety plans essential.
  • Experience directing and mentoring engineering staff essential.
  • Experience of construction works within the Middle East, particularly the Levant region, preferable.
  • Driver license essential.
c. Language
  • Fluency in English is essential; working knowledge of Arabic is an advantage.
