EU has provided funds to implement the Support to District Development Programme (EU-SDDP) in selected Districts in North and East Sri Lanka. The overall objective of this programme is to contribute to and capacitate the transition from post-conflict relief to reconstruction and development by supporting selected districts in North and East Sri Lanka, through poverty reduction and provision of basic infrastructure and services for vulnerable populations, support to local economic development, and strengthening of loca lgovernance.
Under this programme, UNOPS will undertake three flagship projects under the Support to Social Infrastructure Development in Batticaloa, Mannar and Vavuniya. One of the projects is the Storm Drainage which will involve the construction of storm drainage system in 5 catchment basins in Mannar Township and the implementation of social infrastructures upport to build the capacities of local authorities. These projects will be implemented in three (3) years with the full implementation commenced in July 2013.
The Project Engineer / Quantitiy Surveyor will be primarily responsible in the supporting of the construction actvities in the storm drainage project in Mannar. He will work under the guidance and supervision of the TeamManager of the Mannar Flagship Office.
Functional Responsibilities
Specific Tasks and Responsibilities:
Implement:
- Implement and supervise the building / infrastructure projects by Direct Implementation(DI) under the guidance of the Team Manager.
Quantity Survey:
- Prepare the DI budget for the assigned construction works based on current market price. This activity also requires the establishment of a data base on marcket prices of construction materials, labour cost, equipment rentals, equipment purchases, hand tools, etc ;
- Prepare monthly work done report with respect to BOQs;
- Monthly materilal/ labour reconcilation against the standard norms and obtaining actual material / labour records from the site;
- Preparation of standard tender documetns for small contracts includive of Instrucition of tenders, Form of Tender, conditions of contract, BOQ, review specifcaitons;
- Preparation of Preliminary and Engineer's estimates.
Work Plans and Progress Monitoring:
- Identify the various construction activities required to complete the designed projects and linking them together using a gantt chart or a project software such as MS Project . The work plan should consider constraints such as weather, access, mobilizing resources, materials, equipment and all inputs needed to carry out the project;
- Update and prepare weekly progress with referance to the scheduled programmes;
- Prepare work/ micro programmes where necessarey.
Supervision and Site Management:
- Assist the Works Supervisor for proper scheduling of manpower, machineries and materials;
- Establish and monitor construction work quantitatively and qualitatively;
- Preparation and submission of weekly progress briefs with regard to project implementation to the Team Manager;
- Responsible for accurately verifying and maintaining stock of construction materials and equipments procured by UNOPS.
Quality Assurance:
- Regular attendance in the work site and at all stages of the construction work in order to assure the quality of the construction works. Quality assurance will be done using proven instruments particularly on reinforced concrete, finishes, wiring, plumsing, framing and joinery;
- Supervises the Quantity Surveyor and ensure that the works comply with the design and acceptable standards;
Financial Perspective:
- Manage the site financial transactions in line with regulations stipulated by UNOPS with due concurrence from the Team Manager and Programme Manager;
- Verify contractors / subcontractors monthly bill as per contract provision prior to submission for approval;
- Verify the payments and financial settlements in Direct Implementation (DI) operation.
Contract Management:
- Resolve contractual issues with due guidance from the Team Manager and Programme Manager to ensure continuity of implementation activities.
Procurement Perspective:
- Engage for procurement activities as member of the technical elevation committee and procurement team;
- Check the material/ goods quality and prepare physical inspection report.

Education/Experience/Language requirements
Education/Experience:
Master's degree with at least 2 years of relevant work experience; or Bachelor's degree with at least 5 years of relevant work experience; or Secondary education with Diploma or Certificate with at least 8 years of relevant work experience. Language: Fluency in English is mandatory. Knowledge of the local languages (Tamil and/or Sinhala) is desirable.
Certifications
Training certificates related to Project Management, engineering and and/or other relevant areas will be an advantage.
