SIGMA is a joint initiative of the OECD and the European Union, principally financed by the EU. We work with countries to strengthen their public governance systems and public administration capacities and facilitate sustainable reforms. These countries are EU candidate and potential candidate countries (Turkey and Western Balkan countries) and a wide range of European Neighbourhood partner countries, to the east and south of the EU's borders.
SIGMA provides technical support for public administration reform activities, supports partner countries and the European Commission in formulating and consolidating strategies and action plans to prioritise, sequence and resource reforms, and undertakes assessments of performance and progress. We focus our work on the horizontal management systems of government, including civil service and public administration organisation and functioning, public finance and audit, public procurement, policy making and strategy and reform.
We are looking for Senior Policy Advisers, who will also act as Country Coordinators, to work with SIGMA partner countries in the field of public procurement, including public-private partnerships and concessions, especially\:
Roles, organisation and functioning of central public procurement institutions
Preparation, award and management of public contracts and concessions
Centralised purchasing and e-procurement
Review of public procurement procedures
Capacity building for the public procurement community
If you would like to use your experience and expertise to assist countries, while working in a stimulating international environment, these exciting and challenging positions could be the role for you. The successful candidate(s) will work with a range of countries and across various policy areas. Your role will be diverse - it is likely to involve making recommendations on improving laws and administrative arrangements, advising on the design, coordination and implementation of reforms, presenting the plans for and outcomes of your work to ministers and senior officials, and providing advice to both beneficiaries and the Commission on using various EU instruments for public administration reform in partner countries.
The selected person(s) will work in SIGMA, in the Public Governance and Territorial Development Directorate (GOV), under the supervision of the Head of the SIGMA Programme. This role will require extensive travel to a range of SIGMA partner countries.

Main Responsibilities
Advisory and liaison role
Provide high quality advice to partner countries to design and support reforms, to assess reform progress and to assist partner countries and the European Commission to design and manage technical assistance for public governance and public administration reforms.
Work with the partner countries to develop joint approaches and facilitate the sharing of knowledge and information.
Develop and maintain good working relationships with senior officials of partner countries, the Commission and colleagues in other international organisations, while coordinating the SIGMA's work.
Follow technical discussions in other fora on the subject and represent SIGMA in meetings with bilateral and multilateral donors on substantive issues, as well as donor coordination and cooperation, and development of new initiatives.
Collaborate and coordinate with colleagues in the rest of the SIGMA programme, as required.
Ensure ongoing, active liaison with the relevant parts of the EC, the OECD and other donors.
Represent SIGMA in partner countries and EC forums and in other international forums.
Country coordination role, analytical and thematic work
Coordinate SIGMA's activities in the relevant country or countries, ensuring coherence with agreed priorities in the country and region.
Implement and monitor a tailored approach to public governance reform in the partner countries, identifying and resolving problems, or escalating them to the Regional Liaison Senior Adviser if necessary.
For the Western Balkans countries and Turkey, as appropriate, lead annual monitoring and assessment of the country's progress against the agreed roadmap and coordinate an assessment report for the EC.
Carry out work as a subject matter expert in other countries in any of the SIGMA regions, as required.
Draft policy papers.
Work programme, management and communication
Participate in the design, planning and organisation of the programme of work and budget management.
Design and manage SIGMA technical assistance and cooperation projects, involving operational activities such as budget management, contracting and overseeing the work of external consultants, and designing and overseeing quality control processes on the relevant projects.
Actively monitor projects for the relevant country or countries, liaising with the Regional Liaison Senior Adviser, professional experts in SIGMA, across regional teams, with the Central Management Unit and the Head of Programme, to ensure professional and effective project management.
Liaise with SIGMA's professional groups to identify and bring in the required expertise for specific projects.
As a member of one or more professional groups, contribute to maintaining and growing SIGMA's professional expertise and knowledge base; maintain and update own knowledge and skills through continuing professional development activities.
Candidate's Profile
Academic background
Advanced university degree in law, political science, economics, public administration, finance or other relevant discipline.
Professional background
A minimum of eight years' experience as a civil servant, or equivalent public sector role, in a national public administration, in relevant functions.
Extensive experience in initiating, developing and implementing reform programmes in the public sector.
Good comparative knowledge of the public governance systems of EU Member States and in-depth knowledge of their public procurement systems.
Experience in the design and development of policies and an effective legal framework, as well as implementation planning.
Extensive experience as adviser to, or interlocutor with, ministers and senior civil servants, and other key stakeholders (e.g. parliamentarians and representatives of civil society).
Strong project management experience, including robust management of budgets and short-term experts, and a strong ability to manage competing deadlines and to prioritise, with a high degree of flexibility.
Very good knowledge of the situation in a number of the partner countries of the SIGMA programme.
Experience working in one or more of these partner countries would be an advantage.
Languages
An excellent command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.
Knowledge of SIGMA partner country languages would be an asset.

Contract Duration
Fixed term until 30 June 2015, with the possibility of renewal.
What the OECD offers
Monthly base salary starting from EUR 7799.45 exempt of French income tax, plus allowances based on eligibility.
NB\: The appointment may be made at a lower grade if the qualifications and professional experience of the selected applicant correspond to that grade; in this case, the duties and responsibilities assigned will be adjusted accordingly.
