The EIB, the European Union's bank, is seeking to recruit for its Compliance Directorate - Compliance Operations Department, at its headquarters in Luxembourg:
(Senior) Compliance Officers
Appointments will be made on the basis of a fixed term contract of 4 years
These are full time positions.
Purpose
Under the supervision of the Head of Division or the reporting officer, as the case may be, the Compliance Officer will contribute to the identification, assessment and monitoring of compliance issues related to the Bank's activities, in the context of the envisaged strengthening of the Compliance function as recently announced by the President of the Bank.
In this respect, the areas that fall within the scope of the Compliance Officers are the assessment and control of mainly lending and borrowing operations as well as other compliance checks.
Operating Network
The OCCO Compliance Officer reports to the Chief or the Deputy Chief Compliance Officer, the Head of Division or the reporting officer, as the case may be, and interacts with colleagues both in the Division, OCCO and other Directorates.
Accountabilities
  • Collect from the Bank's Directorates all relevant information for OCCO's due diligence
  • Carry out such compliance controls as stipulated in the Bank's rules and procedures
  • Control that the Bank's new financial counterparts have adequate measures in place against money laundering and terrorist financing
  • Prepare and dispatch the Bank's anti-money laundering and combating the financing of terrorism (AML-CFT) questionnaires to the Bank's intermediaries
  • Contribute to the assessment of the compliance of operations and other activities with the Bank's policies, rules and procedures in the areas of relevance for OCCO
  • Draft OCCO opinions and recommendations
  • Contribute to OCCO's communication and training efforts towards compliance awareness building
  • In general, address any compliance issue at the request of the Chief or the Deputy Chief Compliance Officer or the Head of Division
  • Keep abreast of new developments in the areas of relevance for compliance and of AML-CFT in particular
  • Liaise with external service providers for the timely delivery of outsourced compliance services
  • Apply and implement Compliance policies and procedures
  • Contribute to the strategy and policy development for the EIB Group Compliance function
Qualifications
  • University degree preferably in economics, finance, law or political science
  • Minimum 3 to 5 years professional experience in areas related to OCCO competences
  • Knowledge of standard computer tools and full proficiency in internet searches; knowledge of compliance related computer tools would be an advantage
  • Excellent knowledge of English and/or French(*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).
  • Knowledge of and experience in AML/CFT activities would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
