The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services. The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.
Reporting to the Section Head and/or the Senior Inspector in the Coordination and Support Section, and if applicable to the Division's responsible Instrumentation Officer, the Seals and Equipment Coordination Assistant is the divisional focal point for all seals reporting, processing of surveillance media and equipment inventories at Headquarters and the Toronto Regional Office. He/she also provides technical support for the Division's equipment requirements.
The Seals and Equipment Coordination Assistant may exchange information with officials outside the IAEA and with counterpart organizations within the Member States. He/she provides guidance and explanation of seals procedures and working methods to inspectors and other support staff in the Department and collaborates closely with the Division's responsible Instrumentation Officer and the Information Coordination Assistant on all equipment related issues.
- Act as the Divisional focal point for all seals-related matters, produce regular standard reports and ensure complete accounting and up-to-date data based on input by inspectors or support staff, investigating and correcting errors as required;
- Work closely with the Division's responsible Instrumentation Officer to establish the inventory for equipment under the Division's use stored at Headquarters, Toronto Regional Office and in the field. Handle and process all the Division's surveillance and digital storage media, track equipment related actions, follow up on missing safeguards equipment;
- Provide technical assistance in the procurement, delivery and distribution of equipment, supplies and in the procurement of non-standard furniture/special supplies and maintain a database;
- Receive purchased equipment;
- Provide support in maintaining the Additional Protocol System and the information therein (by backing-up the system and providing first-line problem solving);
- Provide required support and/or backup to other safeguards staff as instructed by the Section Head and/or the Senior Inspector.
- High level of understanding of the importance and the protocols involved while handling highly sensitive, confidential, and classified documents, specifically safeguards-related;
- Knowledge of safeguards concepts, procedures and relevant information systems, e.g. the IAEA Safeguards Information System (ISIS), the Equipment Inventory System (EQUIS), and seals database are highly desirable;
- High level of accuracy and ability to pay attention to detail to ensure the reliability of data in the seals file as well as the financial implications with regard to equipment inventories;
- Communication skills: Ability to convey information effectively and to draft correspondence and correct documents in accordance with established standards and requirements;
- Interpersonal skills: Ability to act with tact, diplomacy, discretion and respect for confidentiality. Ability to work effectively as a team member in a multicultural environment and to establish and maintain a range of contacts and deal appropriately with counterparts;
- Organizing skills: Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines and adapt to constantly changing demands. Ability to manage a heavy workload under time pressure;
- Computer skills: Proficiency in MS Office 2010, which is the IAEA's standard (Word, Excel, Outlook, PowerPoint), and the ability to use databases.
- Completed secondary education.
- Minimum of five years of relevant working experience, some of which in an international environment.
- Experience in using/managing safeguards equipment an asset.
- English language test (level 2) and typing test (level 2) to IAEA standard.
- Language skills: Good command of written and spoken English. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) desirable.
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €41 082 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
