Background
The UNDP Bratislava Regional Centre (BRC) integrates regional programming with technical and advisory support for 24 UNDP Country Offices in Europe and the CIS region in core development areas such as Poverty Reduction, Energy and Environment, Democratic Governance, Gender Equality, Public Health Crisis Prevention and Recovery, and Capacity Development. The part-time Programme Clerk will work closely with the Poverty Reduction Practice, BRC Management Support Unit, respective Policy Advisors and projects' staff, UNDP HQs and external clients (donors, consultants, Country Offices, etc.) as required for resolving travel (workshop participants), finance-related issues and exchange of information. Selected candidate will acquire excellent insights into the work of an international organization, both from programming and operational perspectives.
Duties and Responsibilities
Programme Clerk will work under the supervision of the Poverty Practice Programme Associate. He/she is expected to provide technical, logistic and administrative support including: Travel and workshop organization:
- Provide support with organization of practice events - workshops, seminars, study visits, etc.;
- Assist with arrangements of air ticket itineraries and visas for workshop participants;
- Calculate per diems and other travel related entitlements as per UNDP rules and regulations;
- Draft Logistical note for practice events;
- Liaise directly with hotel or conference venue on organizational matters;
- Print and distribute workshop materials upon request;
- Raise e-requisitions and process payments in UNDP's financial system Atlas.
- Assist with the procurement process - e.g. research on potential vendors, fill out the procurement forms, communicate with vendor / supplier;
- Schedule interviews with candidates for various consultancy assignments including roster of experts at the Poverty Practice;
- Assist with the collection of all supporting documents needed for issuance of the consultancy contracts (IC) including communication with the selected consultants.
- Assist with uploading of supporting documents on Team folder. Ensure that all relevant information related to projects is accessible;
- Maintain proper filing system for Poverty Reduction Practice records and documents (scanning, copying and filing data from various sources);
- Prepare routine correspondence;
- Draft minutes from the meetings;
- Assists in ad-hoc administrative and operational issues as requested.

Required Skills and Experience
Academic Qualifications/Education:
- Completed secondary education;
- University degree in Business or Public Administration, Economics or related area would be desirable, but is not a requirement.
Experience:
- Minimum 4 years of relevant administrative or programme experience at the national or international level;
- Knowledge of UN rules and regulations in the area of travel or procurement is an asset;
- Experience in handling of web based management systems and advance knowledge of spreadsheet and database packages;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc).
Language skills:
- Excellent written and spoken English;
- Fluency in Slovak language.
Evaluation of Applicants Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants' qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation. Technical Criteria - 70% of total evaluation – max. 35 points:
- Criteria A (Education) – max points: 5
- Criteria B (Relevant working experience)– max points: 15
- Criteria C (Computer literacy)-max points: 10
- Criteria D (Language skills) – max points: 5
Financial Criteria - 30% of total evaluation – max. 15 points

- Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...). No travel is expected. Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director.
