Background
On 22 July 2010 the participating States authorized the deployment of an OSCE Police Advisory Group (PC.DEC/947) in response to the violent inter-ethnic clashes in Osh and Jalal-Abad provinces between 10-16 June, and the subsequent request for assistance by the Kyrgyz Republic (PC.DEL/791).
After extensive discussions with the host country, a revised modus operandi, known as the Community Security Initiative (CSI) was agreed upon and endorsed in PC.DEC/961 on 18 November. The CSI project builds on the original concept of the 'OSCE Police Advisory Group to Kyrgyzstan' project, as a response to needs in the area of human rights, community-police relations and multi-ethnic policing. It places a strong emphasis on local ownership, joint steering and capacity building in areas considered most critical for a positive role of the Kyrgyzstan police in the stabilisation process.
The main objective of the Community Security Initiative is to support the Kyrgyzstan police in addressing the specific security situation after the June 2010 events. It is contributing to the professionalism of the Kyrgyzstan police in providing human security for all members and communities of Kyrgyzstan's population, irrespective of ethnicity, whilst at the same time contributing to the wider, national police reform programme.
The CSI Project is envisaged to run until 31 December 2015, subject to extension and pending funding availability.
During the initial planning, the need for a Reporting Officer was neglected. However, during the first 6 months of CSI operations it has become apparent that good quality reporting to CSI donors, the 56 OSCE participating States and internally, within the project, is crucial to sustain the political will for the project and ensure its efficient functioning and management.
For these reasons the Centre in Bishkek/CSI intend to hire a consultant for the period of six months who can fulfil the function of a Reporting Officer (terms of reference below). The Reporting Officer will, under the supervision and direction of the Head of the CSI, be the focal point for all reporting of the CSI, both within the project and also to donors and participating States. She/he will be required to possess excellent drafting skills in English and demonstrated ability to draft reports in a clear, concise and structured manner.
Tasks and Responsibilities
Under the supervision of the Head of the CSI, the incumbent performs the following functions:
  • Defining the CSI's internal reporting structure, including the development of standard reporting templates to be used by each CSI team.
  • Reviewing and editing CSI internal reports to ensure clarity, consistency and brevity of information, prior to submission to the Head of the CSI.
  • Drafting the CSI's input to the Centre in Bishkek's monthly activity reports, based on input from the CSI teams.
  • Drafting quarterly reports to CSI donors, for submission to the Head of the CSI and Centre in Bishkek Programme Coordinator.
  • Drafting presentations and reports for the Head of the CSI as required.
  • Upon request, supporting the Head of the CSI in reviewing and revising CSI management documents, such as the Operational Plan and Benchmarks/Indicators.
  • Any other drafting as requested by the Head of the CSI.
The duration of the contract is six months (120 working days). The working schedule of the Reporting Officer will be defined by the Head of the CSI project.
Necessary Qualifications
Qualifications:
  • University degree (first level) in humanities, social/political sciences, international relations or related field;
  • One-two years' relevant professional experience in reporting;
  • Good knowledge of CSI project;
Desirable qualifications:
  • Working knowledge of Russian and/or Kyrgyz language.
Field of Expertise Requirements:
  • Demonstrable organisational skills;
  • Demonstrable interpersonal skills, especially the ability to work effectively with other staff members from a variety of national, cultural, religious and professional backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Professional fluency in the English language, both oral and written, and the ability to report clearly and concisely, with demonstrated communication and drafting skills;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Ability to operate windows applications including word processing, excel and PowerPoint applications, as well as email.
