Background
In the event of the 17 February Revolution, the Libyan people have undertaken upon themselves the responsibility to achieve a long desired democracy after having lived under autocratic regime for 42 years.
The transition toward democratic governance entails tremendous challenges at all levels, in particular, political, economic, cultural and institutional. These challenges are even more significant when citizens’ expectations for quick delivery of democracy, reform and economic growth are high both at the central and local levels.
UNDP Libya has been working with the Libyan government in accordance with the Standard Basic Agreement signed in 1974. The office has accumulated a long history of experience in several areas pertaining to development, governance and public administration reform, and achieved high credibility during the past years. With the current political transformation in Libya, needs for an overall capacity building and strengthening.
In this regard, the UNDP Capacity Strengthening Initiative (CSI) in Libya is aimed to support the Libyan Government institutions in general and the Ministry of Planning in particular. This will be through the provision of technical advice, sharing best international practices, facilitating the transfer of knowledge, and enhancing institutional capacity of key ministries in areas of policy formulation, strategic planning, inter-ministerial coordination and management of work processes.
UNDP will be working closely with the Ministry of Planning and selected line ministries and will focus on urgent needs for capacity strengthening with a perspective to ensure that an immediate, medium and long-term impact on the overall national capacity is achieved.
The expected outcome for the CSI will be the strengthening of government capacity, the development of a national/international Experts roster and conducting pilot needs assessment and developing response strategies.
UNDP in Libya is seeking a qualified and motivated national candidate for the position of Project Officer in its Capacity Strengthening Initiative (CSI) to be based in the Libyan Ministry of Planning. The incumbent will be working under the direct supervision of the CSI Project Manager (PM) and should possess good Knowledge and in depth expertise in public administration reform, capacity development and project management. She/he will have to effectively engage with the Director General of the International Technical Cooperation in the Ministry of Planning, and staff and will need to support PM in ensuring the sound and effective management of the CSI project.
The CSI project officer will work directly with the Ministry of Planning, staff and experts and ensure the implementation of the project activities and reporting on them.
Duties and Responsibilities
Summary of Key functions:
- Support the Project Manager in the overall planning, and direction of the project;
- Assist the Project Manager in ensuring the implementation of the project outputs and deliverables;
- Conduct monitoring and evaluation and liaise with the project executive board and prepare necessary documentation including quarterly and annual work plans for the CSI and recommendations;
- Support the administration of the overall project;
- Liaise with the Ministry of Planning relevant departments and those in the line ministries.
Project planning and direction:
- Support the production of project documents and concept notes;
- Produce the project activities, financial and procurement plans;
- Develop quarterly and annual reports;
- Liaise with the counterparts on the main priorities of the project action plans
- Review and update work plans on a quarterly and annual basis in accordance with the decisions of the Project executive board.
Project implementation:
- Ensuring the implementation of the project activities including plans, reports, preparation of terms of reference and contracts, etc.;
- Mobilize goods and services to initiate activities, develop terms of reference and work specifications;
- Support national counterparts to develop policy, strategy and planning within the framework of the Capacity Strengthening Initiative (CSI);
- Support the Ministry of Planning and the line ministries in the design and implementation of capacity assessment and capacity development plans;
- Provide technical advice as it relates to the CSI and the Ministry of Planning;
- Develop Terms of Reference of an Experts Roster for national and international experts;
- Develop a project data base and link it with the Ministry of Planning.
- Ensure uploading of all project documents, reports and activities on UNDP share point;
- Participate in meetings, seminars and workshops with local counterparts;
- Support in managing the design, implementation and reporting on activities related to the project including seminars and workshops;
- Support the Project Manager in ensuring coordination within the project executive board, and between the governance programme manager and the Ministry of Planning;
- Ensure liaison and coordination between the Ministry of Planning and the line ministries for the purpose of coordinating project activities and implementing action plans and ensuring the delivery of project outputs.
Project Reporting:
- Support in the preparation and reporting to the Project Meeting Board on a quarterly and annual basis (progress against planned activities, update risks and issues, expenditure, etc.);
- Support the preparation of annual review reports and update and prepare annual work plans accordingly;
- Support PM in the development of recommendations for the Project Meeting Board.
Project Monitoring and Evaluation:
- Ensure monitoring the implementation of the projects outputs including activities and progress against indicators defined in the results framework;
- Ensure producing necessary quarterly and annual reports on the implementation of the project outputs and ensure timely submission of reports to the executive board and UNDP;
- Ensure monitoring the project’s risks and produce annual project reviews;
- Maintain the project Financial and reports in ATLAS;Contribute to drafting the projects regular implementation and financials reports..
Project Development and Partnership Building:
- keep track of developments on the institutional level in the Ministry of Planning and line ministries;
- Develop contacts and networks with government institutions in Libya, including Institute of Public Administration and Institute of Planning, and academia;
- Support the Ministry of Planning (Technical Cooperation Department) in planning and conducting seminars and inter-ministerial forums.
Public Relations and Outreach:
- Work with UNDP communications Specialist to ensure strong visibility of CSI activities and achievements;
- Present the CSI activities and achievements to the media when necessary;
- Maintain media monitoring on all CSI activities.
In particular, the key results have impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets. In specific terms, it has impacts on the following results areas:
- Capacity Building policy articulation and advisory services promoted;
- Capacity Building and Good governance strategy implementation enhanced;

- Resource mobilization and management enhanced;
- Policy advocacy on Capacity Building and strategic planning and related issues promoted;

Required Skills and Experience
Educations:
- A minimum of a university Bachelor degree in political and social sciences, public administration, project management or any other related field (relevant experience is highly desirable).
- A Minimum 2 years relevant work experience with Master's Degree;
- Minimum 4 Years work experience with Bachelor's Degree;
- Strong experience in the design and development of capacity development programmes for government or any public organization;
- Experience in a diverse range of support functions, including programme development, resource project reporting, Monitoring & Evaluation, etc.;
- Experience with multilateral agencies and bi-lateral aid organizations would be an asset;
- Relative background experience including familiarity with UNDP systems, requirements, procedures, and rules & regulations is highly desirable.
Language requirements:
- Excellent written and communication in both English and Arabic.
- Experience in the usage of computers and office software;
- packages (MS Word, excel, power point presentations, etc.,) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
- Project implementation, management & monitoring;
- Strong writing skills including technical reports, general reports, proposals and preparation of budgets;
- Background experience working in and knowledge of at least one or two democratic governance areas.
