Organizational Setting and Reporting
This position is located in the office of the Under-Secretary-General for the Department of Field Support. The Programme Officer will report to the Global Field Support Strategy
(GFSS) Implementation Coordination Team Leader and will support the implementation of the GFSS.
The Global Field Support Strategy is a comprehensive, change management initiative that aims to improve the quality, speed and efficiency of the support the Department of Field Support (DFS) provides to field missions and personnel serving on the ground.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
- Develops, implements and evaluates assigned GFSS programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Researches, analyzes and presents information gathered from diverse sources.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications and reports of the Secretary-General regarding the GFSS, etc.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.

Education
- An advanced university degree (Master's degree or equivalent) in business administration, management, economics, political and social affairs or a related field is required.
- An advanced university degree (Master's degree or equivalent) in political of social affairs is desirable.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management, administration or related areas.
- Experience in policy analysis is required.
- At least one year of experience in a United Nations peacekeeping or other similar field operation is desirable.
- Experience in drafting analytical reports, policy briefings, high level speeches and statements is desirable.
Languages
English and French are the working language of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
Appointment to this position is limited to a finite period of one (1) year, due to the incumbent
being on Special Leave Without Pay (SLWOP). Further extension/s of appointment will be dependent upon the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
