The Water Supply and Sanitation Collaborative Council (WSSCC) was established in 1990 and mandated by name in United Nations General Assembly resolution A/RES/45/181. The WSSCC Secretariat is hosted by the United Nations Office for Project Services (UNOPS) and its objective is to accelerate the achievement of sustainable water, sanitation services to all people in the world. To help meet the goal of ensuring improved sanitation and hygiene for all, the WSSCC has created the Global Sanitation Fund (GSF) to provide grant support to scale up successful sustainable sanitation and hygiene approaches targeting poor people in areas of greatest need. The GSF staff force is an integral part of the WSSCC Secretariat, which is located in Geneva,Switzerland. The GSF is currently implementing grant programmes in ten countries. Through the GSF, WSSCC had committed US$63 million by 30 June 2013 to ensure that 16.3 million people have improved sanitation and that 25 million people live in healthy and safe environments which are free of open defecation.
The main purpose of this assignment is to provide advisory support to the management team of the GSF.
Specific objectives are to:
i) strengthen the GSF management capacity for its programmes in Madagascar, Uganda, Nigeria, Togo, Benin and Bangladesh;
ii) enhance the management of sustainability in the GSF programme in Uganda
iii) strengthen GSF management systems at the global level
iv) assist GSF in learning from experience gained in programme implementation in Madagascar and Uganda.
The incumbent will be reporting to the Programme Manager of the GSF. She/he will be providing mentoring and support to two or more programme staff at the GSF to ensure that they are facilitated in carrying out their duties. In addition she/he will be acting as an advisor to the Programme Manager on progress of the GSF portfolios and any additonal support that may be needed to ensure success. She/he will travel occasionally to GSF countries to ensure that implementing partners are carrying out their work correctly and provide advice to them to improve performance. In addition to working with partners the incumbent may be required to interact with and represent the GSF to partner agencies including the UN and governments at the highest level.

Functional Responsibilities
Support programme implementation in selected countries. The incumbent will:
Meet weekly, either in person or remotely, with the Programme Manager, Program Support Officer to plan for on-going implementation arrangements and to report on results achieved in previous periods
Coordinate the review of the standard reporting documents from the selected countries which arrive on monthly quarterly and bi-annual basis. These reports include, Progress Updates on program implementation, Financial Reports, Knowledge Products and ad hoc requests for support from the Executing Agencies. Further reports to review are reports from the CPM which arrive on the same frequency.
After the review of the reports, analyse the reports and decide on disbursement amounts to the EA and CPM, instruct them on proposed improvements to the program and report to the Program Manager of the status of the program and key deliverables. Report reviews, disbursements and decisions will be made in a timely manner after receipt, normally no longer than 2 weeks.
Lead field missions to selected countries to provide guidance to partners and liaise with the governments of countries involved. During missions the incumbent will be expected to represent the GSF to all stakeholders to ensure coordination and to raise the profile of the organization in the visited country. At least one supervisory mission to each country is planned during the period of the consultancy.
These activities will be undertaken in collaboration with the Program Support Officer who will provide the specific country knowledge and back ground for each country and asset the incumbent to assure that all GSF and UNOPS procedures are followed. The incumbent will provide mentoring to the PSO in a way that will enhance their knowledge and skills to carry out duties independently.
Utilize the skills of the Program Assistants and together with the PSO assign duties that will optimize the performance of the team.
In addition to attending meetings with the PM and PSO the incumbent will provide monthly written updates to the PM outlining progress and actions taken.
Develop learning products. The incumbent will
Undertake initiatives to investigate the strengths and weaknesses of the program implementation in Madagascar in year two of the program and produce a report highlighting those and making recommendations for improvement
Produce a study on the start-up of and initial two years of implementation of the program in Uganda.
Undertake a study on the sustainability of the efforts in Uganda under the terms of the GSG Approach to Sustainability Concept paper
Incumbent will deliver these reports in a completed state within one month of the completion of the assignments.
Support the Mid –Term Evaluation in Madagascar, the incumbent will:
Provide overall management of the Consultants carrying out the mid-term evaluation in Madagascar.
Provide feedback and advice to the consultancy team on a regular basis.
Assist with logistical arrangements with the support of the PSO
Provide updates to the PM on MTE progress and challenges and make recommendations for improvement.
Support GSF Global Management the incumbent will
Attend remotely in person monthly meetings of the GSF team
Provide advice to the GSF Program Manager as to appropriate management decisions to enhance the functioning of the GSF team.
Mentor junior staff to improve their performance.
Accept other related duties as assigned by the Program manager
Impact of Results
Selected GSF countries are continuing to delivering quality services to beneficiaries in the countries.
Disbursements are made according to planned schedule and program results reflect success against targets outlines in their grant agreements.
GSF continues to function at the global level in an efficient manner.

Experience working with the GSF or in similar systems is essential.
