Organizational Setting and Reporting
These positions are located in field missions of Peace Operations. The Unit Chief, DDR, typically reports to the Deputy Special Representative to the Secretary General (Deputy SRSG), though this may vary depending on the mission structure and location of the post. The focus of these jobs is the overall management of the unit, its programme, staff and budgetary resources.
Responsibilities
Within delegated authority, the Principal DDR Officer will act as a DDR Unit Chief and will be responsible for the following duties: (These duties are generic depending on the mission's mandate; thus, all duties may not be performed by individual incumbents.)
Provides strategic and operational leadership as well as overall management of the DDR Unit.
Oversees and coordinates programmed activities, ensuring appropriate coordination and integration with the Mission's general mandate and with all its components (e.g. political affairs, public information, civilian police, military component, logistic support etc.) and relevant UNCT programmes.
Serves as the DDR advisor to the Mission leadership, providing expert policy advice on issues related to DDR and how it interfaces with other areas of the Mission's mandate.
Provides strategic vision and guidance to the DDR Unit and its staff.
Oversees the Mission's strategic planning and management support to the implementation of the national DDR programme.
Provides expert advice and assistance externally to the government and other entities on DDR policy and operations, and recommends appropriate actions.
Represents the unit at international, regional or national meetings; provides programmatic/substantive expertise on an issue
Ensures effective coordination of activities among international and national partners on DDR activities.
Liaises with partners and donors on the resource mobilization strategy and ensures coordination with donors, including the private sector.
Manages and implements a programme with a large annual budget, forecasts and tracks financial expenditures in close coordination with mission support personnel; ensures that assessed budgets from the General Assembly are planned and utilised in line with General Assembly policy on DDR.
Oversees the unit's outputs to ensure that products meet UN standards, that reports are clear, objective and based on comprehensive data and that they comply with the relevant mandates.
Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the unit, including preparation of work plans, budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
Oversees DDR personnel recruitment taking due account of geographical balance and is responsible for guiding the development and capacity building of the staff under his/her supervision.
Fosters teamwork and communication among staff in the unit and across organizational boundaries.
Undertakes other duties as required.
Work implies frequent interaction with the following:
Senior managers and staff within the Mission and UNCT
Senior staff within the UN Secretariat, and other UN offices, funds, programmes and specialized agencies.
Senior representatives of Governments, Chairs of relevant commissions and representatives of non-governmental organizations.
Chairs and members of intergovernmental bodies.

Provides comprehensive advice and high quality outputs on key issues related to the DDR process and programme. Effectively and efficiently manages available human and financial resources to ensure the timely delivery of programmed outputs. Effectively develops staff under his/her supervision, including their on-going learning and development. Effectively assists, guides, and supports staff in meeting their objectives and outputs.

Extensive knowledge of DDR process and its relationship and linkages to the broader post-conflict recovery framework and initiatives. Proven expertise in country/region of assignment; in-depth understanding of and an ability to evaluate international political situations in that area. Ability to produce reports and papers on technical issues and to review and edit the work of others. Knowledge of institutional mandates, policies and guidelines related to humanitarian affairs and seasoned knowledge of the institutions of the UN system. Shows pride in work and in

Education
Advanced university degree (Master's degree or equivalent) in political science, social sciences, international law, management, economics, business administration, finance, international economics, development or other relevant fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
Fifteen years of progressively responsible professional experience in international affairs, such as peacekeeping, special political missions, peace-building operations or development programmes is required. Proven experience of managing large and complex programmes/projects in sensitive political contexts is required. Detailed knowledge of post-conflict related issues is required. Proven experience in leading and managing the work of large multi-disciplinary teams, including in human resources management, administration, logistics, financial management, budget, or related fields is required. Experience in the field of DDR of ex-combatants with specific focus on disarmament, demobilization, reintegration, small arms control programmes, post-conflict crisis, economic recovery or related areas is desirable. Experience in Results Based Management (RBM) systems is desirable. Experience in working in a coordinated manner with multiple national and international partners is desirable.
Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
