Duties and Responsibilities:
Under the direct supervision of the Emergency Preparedness & Response (EPR) Officer and theoverall supervision of the Head of Programme Unit (HoP), the National Programme Officer(Emergency Preparedness & Response) will be responsible for, and not limited to, the followingduties:
- Assess the need for food in emergency and draw plans for its timely arrival in coordination withthe government and other donors, and monitor the implementation of these plans;
- Liaise with the government and ensure that food is distributed to targeted people;
- Make field visits including assessment missions in support for emergency response, documentthe field missions and ensure follow-up actions as required;
- Prepare timely analytical reports on emergency interventions;
- Reassure linkages to vulnerability analysis and mapping (VAM) including food security analysisand choice of transfers (food/cash) in relief settings, and to ensure proper nutritioninterventions are developed to reduce gaps;
- Assist the government in drawing recovery plans and targeting recipients of food assistance;
- Support Sub Offices (SOs) in developing plans/strategies for WFP interventions in coordinationand consultation with other CO Units, partners and the government;
- Provide technical guidance to SOs, other programme staff and partners as appropriate;
- Ensure that Standard Operating Procedures (SOPs) on emergency response (internal andexternal) are practiced;
- Assist Country Director (CD)/Deputy Country Director (DCD), HoP, and EPR Officer in allmatters related to the delivery of WFP emergency assistance and bring to attention ofappropriate CO staff any administrative constraints arising from rapidly evolving emergencysituations in the field;
- Assist CD/DCD, HoP and EPR Officer in preparation/update of the risk analysis andEmergency Preparedness and Response Package (EPRP) in order to respond to humanitariancrises. Periodically monitor the management of risks and report on any actions taken;
- Organize and document food sector coordination meetings, and ensure that follow-up actionsare taken and feedback given to partners;Update a list of food sector partners on a regular basis;Represent external meetings on WFP's behalf;
- Ensure compliance with WFP policies, criteria and procedures with respect to food assistance;
- Perform other related duties as required;
QualificationEducation:
- University degree in one or more of the following disciplines: economics, agriculture, internationalaffairs, business administration, social sciences, development studies or a field relevant tointernational development assistance.
Experience:
- At least three years of postgraduate professional experience in commerce, businessadministration, development or food assistance support.
- In addition, at least two years of field andpractical experience, preferably in emergency settings/distributions.
Knowledge:
- Training and/or experience utilizing computers, including word processing, spreadsheet and otherstandard WFP software packages and systems.
- General knowledge of UN system, policies, rules,regulations and procedures governing administration.
Languages:
- Fluency in both oral and written English and Myanmar.

- Good analytical skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills;
- ability to communicate clearly both orally and in writing;
- ability to work in team, and establisheffective working relations with persons of different national and cultural backgrounds.
- Ability tocope with situations which may threaten health or safety;
- flexibility in accepting work assignmentsoutside normal desk description.
- Ability to deal patiently and tactfully with people of differentnational and cultural backgrounds.
Desired Skills:
Knowledge of relevant WFP specified software.
