OBJECTIVES OF THE PROGRAMME :

The World Health Organization (WHO) Office for West Bank and Gaza is implementing a project on the Right to Health (RTH) in the Occupied Palestinian Territory (oPt). Within this project, through training, facilitation of discussions, research, advocacy and communication, the WHO seeks to promote the right to health for all in oPt. The Advocacy and Health Promotion Officer will strengthen the ongoing work by the Advocacy Unit on the right to health through engaging with key national partners, primarily the Ministry of Health (MoH) and academia, in building capacity in RTH and in integrating human rights approaches, including a focus on Social Determinants of Health.

Purpose of the Post:

To support WHO in its health promotion and advocacy activities.

Description of duties:

Organizational Context:

Under the direct supervision of the Head of Office, the incumbent will identify and implement all actions relating to health promotion, S/He will conduct the technical coordination of work related to health promotion, and undertake any other task as requested by the Head of Office.

Summary of Assigned Duties:

Under the direct supervision of the Head of Office the incumbent will perform the following duties:

• Support the Advocacy Unit by strengthening its current role in coordinating and leading activities to promote Right to Health and social determinants of health through advocacy.
• Document and disseminate information on best practices and ongoing activities at national and regional level to the unit and MoH on health promotion, right to health and social determinants.
• Support the design, facilitation and implementation of the capacity building activities related to health rights and social determinants of health with partner ministries and academic institutions.
• Support the Advocacy Unit in ongoing monitoring of protection and promotion of access to health services and health in all policies, including data collection, case studies, analysis and reporting.
• Advocate and support for establishment of national mechanisms for coordinated action on intersectoral action for health.
• Advocate and support implementation of the five action areas of the Rio Political Declaration on Social Determinants of Health.
• Support the Advocacy Unit to ensure that health-related themes are sufficiently represented in all UN and other coordination and monitoring mechanisms, especially in the areas of women's health, gender-based violence, prisoners health, tobacco control and environmental health as they relate to respect for International Humanitarian Law and International Human Rights Law.
• Assist in the development and coordination of health promotion and education interventions, strategic document and materials.
• Support the Advocacy Unit in updating the WHO oPt office website.

REQUIRED QUALIFICATIONS

Education:

Essential:

• University degree in Medicine or any health related field.

Desirable:

• Degree in Public Health with Human Rights knowledge.

Functional Skills and Knowledge:

• Knowledge of advocacy principles, especially in implementing health promotion/education campaigns.

• Good networking skills, especially capacity to maintain good relations with the key stakeholders and specifically the MoH.

• Good knowledge of the national health context, the main partners involved and the key issues to tackle.

• Capacity to organize joint events with the key partners.

• Knowledge of monitoring and evaluation techniques, especially related to project implementation.

• Good self-starter, team worker and organizer. Enthusiastic and used to working in complex environments, good capacity at solving problems.

Other Skills:

• Proficiency in MS Office.

Experience:

Essential:

• At least one year experience in public health, health promotion, advocacy, and/or health education.
• Experience in leading, organizing and/or commissioning public campaigns.

Desirable:

• Previous experience with UN organizations.

Languages:

• Excellent knowledge of English and local language.

• Hebrew is an asset.
