Background
A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the commonly known as A2Iprogramme, fundamental progress has been made in improving access to public services. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.
The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project:
Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service)
Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)
Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and
Component 4: Promoting innovation in the delivery of e-services. (Innovation)
This programme has already taken an initiative to delivery services at door steps to citizen. In 64 DC offices district e-service center have already been established. A comprehensive plan has been taken to roll out district e-service system all over the country, implement e-services at upazila level.
As a continuation of strengthening public service delivery endeavor, A2I and the Cabinet Division decided for the replication of this initiative. As a joined initiative, the Cabinet Division will provide all kinds of administrative and policy support. The a2i will be playing a key role in planning and implementing of the system. The activities centering the e-service delivery will be an integral part of the Digital Bangladesh. ‘Access to Information II – e-Service delivery for transparency and responsiveness’ is looking to recruit a Consultant _ e-Service Implementation who will be stationed at the Prime Minister’s Office to prepare guidelines for successful implementation of above mentioned initiatives at the field administration level.
Duties and Responsibilities
Objective of the Assignment:
The overall objective of the assignment will be the following :
  • To assist in co-ordination for the e-service delivery initiatives including planning, analysing, designing and developing the e-service delivery system.
  • To assist in replicating the e-service delivery system to 63 DC offices except Jessorein collaboration with the Cabinet Division.
    To assist in replicating the services of the model e-district Jessorein other two Districts including the Upazila Offices.
  • To assist in the field level training co-ordination regarding NESS implementation.
  • To coordinate with the help desk established in BCC, a2i and districts in order to solve arisen problems of the NESS users.
  • To assist in preparation of implementation related activities (i.e. monitoring, evaluation, analysis, documentation etc.).
Scope of Work: The assignment will focus on the following areas and activities:
  • To coordinate the pre-work for implementation related activities and assist in help desks at BCC, A2i and districts are fully operational.
  • To assist in replicating the e-service delivery system to 63 DC officesin collaboration with the Cabinet Division, 7 Divisional Commissioner’s Offices.
  • To monitor and evaluate the NESS implementation report and formulating different type of Dashboard and integration of NPF with NESS.
  • To implement the National E-Service System in 20 Ministries/Directorates.
  • To implement the National E-Service System is at 64 SadarUpazilas.
  • To co-ordinate, train and assist the NESS training for the Master Trainers.
  • A model of national e- service system in two district level offices replicated.
Progress Controls and Payment Installments:
The Consultant will meet with the Access to Information (A2I) -II coordination meeting every week and discuss the progress. The consultant will be paid on monthly basis upon certification of the Policy Advisor, Access to Information (A2I) -II.
Final Products/Services: The final Products of the assignment will be the following:
  • E-Service delivery system deployed at Upazilas, Districts, a few Ministry’s/Directorates.
  • National e-service delivery system replicated at the63 DC offices.
  • Replication of model national e-service system in 2 other districtsestablished.
  • The operations of e-services and other components of the project were supported.
  • The help desks at BCC, A2i and districts are fully operational.

Required Skills and Experience
Academic Qualification:
  • Master’s degree in Sociology / Development Studies / Public Administration / ICT (or related fields) / Business Administration or relevant Social / Natural Science. 
Experience:
  • At least 06 years working experience as a civil servant;
  • At least 3 years’ experience in field administration (Upazila level offices) and experience in organizing and coordinatinge-service implementation related training at district and upazila levels officers are preferred;
  • At least 1 year working experience in implementation of e-service at field level;
  • Understanding of perspectives of both service providers, recipients of services and businesses in the relevant sector;
Language Requirements: Fluency in spoken and written Bangla and English.
Personal and attitudinal requirements:

Evaluation of the Candidates: Individual consultants will be evaluated based on the following methodology: 

Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. When using the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: 

a) responsive/compliant/acceptable, and 
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation. 

Technical Evaluation Criteria (Total 70 marks)
  • Experience in field and central administration (Upazila level offices and Directorate/Ministry level offices) and dealing with District/Upazila administration, Local government organization and public representative. (30 marks)
  • Experience in leading e-service project implementation related training programs and e-service related activity, knowledge and participation. (20 marks)
  • Demonstrable knowledge and understanding of perspectives of both service providers, recipients of services and businesses in the relevant sector. (20 marks)
Financial Evaluation (Total 30 marks) 
All technical yqualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:
