With more than 10 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support. Based in Kabul, UNOPS in Afghanistan has sub-offices in every region of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.
Functional Responsibilities
1. General Background of Project /Assignment
The Mine Action Coordination Center of Afghanistan (MACCA) supported by the United Nations in partnership with the Department of Mine Clearance coordinates the activities of the Mine Action Programme for Afghanistan (MAPA) including survey, mine clearance, battlefield clearance, mine risk education, and victim assistance activities throughout the country since 1989 and the mine action services reach almost every corner of the country.
Within MACCA, the support services department is solely responsible for providing administrative support to MACCA operations. This includes a wide range of important routine supportfunctions that are essential to the day-to-day running of operations in MACCA.Staff providing support services are mainly engaged in activities such as office administration; arranging travel and travel plans; overall office maintenance; hiring and placing workforce; personnel career development;monitoring personnel performance; managing organization assets and equipments;procurement of goods and services and providing overall financial support tothe organization 2. Purpose and Scope of Assignment
The Local Area Network (LAN) Administrator will be based in Kabul and will work under the direct supervision of MACCA Information and Communication Technology (ICT) Officer. He/she will administer and manage the MACCA and Regional Offices (RO) networks.
  • Manage internet connection in the MACCA HQ and RO through VSAT and wireless technologies.
  • Establish, manage and maintain the multi-protocol LAN with Wide-Area Network (WAN) (through Virtual Private Network) connectivity from ROs remote locations to the MACCA Office in Kabul.
  • Ensure the standard server checklists are completed on a daily basis and findings briefed to the ICT Officer.
  • Create user profiles and define access rights for users.
  • Ensure to run the regular windows update on all MACCA servers and clients' computers.
  • Configure network devices and monitor network and server performance.
  • Configure servers and workstations on the network for print and file services.
  • Routine upgrades and maintenance on servers and clients. This includes the following servers: the primary domain controller,backup domain controller, main file and print servers, antivirus server, e-mail Exchange server and FASS server, GIS server, IMSMA server.
  • In addition, maintain back-up servers for PDC, e-mail and file servers for emergency stand-by as per disaster recovery plan.
  • Establish host connectivity for workstations and support server-based productivity applications such as FASS database and ATLAS online database.
  • Participate in the formulation of guidelines and overall security frameworks including,antivirus, content filtering, backup and recovery procedures for the network.
  • Install TCP/IP networking using protocols such as FTP and SMTP across MACCA network.
  • Configure Exchange, DHCP, DNS and Print server and Anti Virus servers with an appropriate firewall to enable Internet and Intranet connectivity; install various middle ware tools to enhance integration.
  • Write scripts to customize application level functions; identify system and network possible enhancements.
  • Assist with the maintenance and troubleshooting of IMSMA database and GIS applications.
  • Configuration administration of the PABX hardware and software.
  • Prepare all weekly and monthly reports on all the system administration activities on MACCA network for the ICT Officer's review.
  • Maintain the SWP for the network administration of MACCA network.
  • Regular update and maintenance of MACCA website and Intranet.
  • Remotely manage and administer RO primary and IMSMA servers through VPN connections and telephone conversation.
  • Regular travel to RO offices to assist staff of above mention functions. Completing additional tasks assigned by the ICT Officer.
  • Prepare all weekly and monthly reports on the IT activities in MACCA for the ICT Officer's review.
  • Provide technical recommendations to the logistics for requesting and purchasing of ICT equipments for MACCA HQ and ROs.
  • Perform any other relevant task assigned by the MACCA senior management
3. Monitoring and Progress Controls
  • Timely completion of tasks and resolving IT issues;
  • ROs quarterly travel plan;
  • Daily ICT inspections
4. Final Product

Education/Experience/Language requirements
  • Secondary Diploma required. A Bachelor's Degree in computer science, or any other related field is an asset;
  • 5 years ofpractical experience in network administration and/or related experience in thefield of Information Technology.
  • Microsoft Certified IT Professional (MCITP).
  • Microsoft Certified Technology Specialist+ Exchange Server 2007 Administrator (MCTS).
  • Cisco Certified Network Associate (CCNA) is an asset.
  • Excellent computer skills in the Windows Server 2008, MS Windows 7 Microsoft Exchange Server 2007 (POP3 and SMTP protocols), Windows XP Professional, Windows Vista, MS TMG, Websense Filtering Server, and Microsoft Office 2007 software.
  • Strong knowledge of Cisco firewall configuration is essential.
  • Primary knowledge of cabling (cat5,cat3,fiber optic).
  • Posses advanced technical skills related to ICT hardware and software.
  • Good administrative and organizational skills with the ability to manage multiple and concurrent activities.
  • Flexible and adaptable to any situation.
  • Good working knowledge of both written and spoken English.
  • Ability to work independently while under pressure and during long hours – must be flexible and adaptable to any situation.
  • Posses excellent work habits with a willingness to work in a multi-cultural environment.
  • Excellent command of the English language (oral, writing and presentation).
