Background
Out of 8 million population of Tajikistan 73% live in rural areas. It is estimated that over 1 million people in Tajikistan, primarily in rural areas, have little or no access to an adequate energy supply, particularly during the winter. Today over 95% of Tajikistan's power generation capacity is based on hydroelectricity. However, the current infrastructure is old and no significant investments have been made in the sector over the past 20 years to introduce improvements. Almost every winter the country is faced with an energy crisis and is heavily dependent on unreliable electricity imports from neighbouring countries. The absence of a reliable electricity supply has forced large parts of the rural population to increasingly turn to the burning of conventional biomass and fossil fuels to meet their energy needs. The related cutting of forests, loss of biodiversity, degradation of soils, and deterioration of indoor air quality, is putting further pressure on rural communities in Tajikistan, which are already among the poorest in the world. At the same time, the attempts to develop significant income-generating activities and to raise living standards in rural communities have largely failed in part due to the absence of a reliable electricity supply.
Energy supply situation in Tajikistan is characterized by recurring electricity shortages during winters as well as reduced gas supplies. Barki Tojik, electric utility company, suffers from non-payments, technical and commercial losses. Government is on a path to gradually increase tariffs, to reform Barki Tojik, to prepare an energy strategy and to construct 189 small hydro power plants till the year 2020.
RES and EE potential utilisation could significantly contribute to the economic development and poverty reduction goals of Tajikistan.
Duties and Responsibilities
The Consultant is expected to perform an array of duties and activities needed in support of the project and scaling-up measures with particular focus on simplifying procedures and establishment of the Trust Fund for Renewable Energy and Energy Efficiency the solutions for successful implementation of the technology transfer, recommendations on the selection of project sites and a detailed programme. He/she is expected to be able to perform independently and proactively. Specific tasks include, but are not limited to:
- Analyze legislative and regulatory frameworks concerning the procedures for licensing and construction of the SHPs, and provide recommendations for simplification of these procedures;
- Analyze legislative and regulatory frameworks concerning the procedures for establishment of the national RE and EE Trust Fund and for identifying the state financial support mechanism;
- Reviewing the developed strategic documents for SHP scaling-up measures;
- In cooperation with the national partners draft a statute and regulations for operation of the Trust Fund and if found necessary assist in drafting expert background papers for supporting establishment of the Trust Fund;
- Assess the results of the pre-feasibility findings conducted by the project team in 27 locations and support the project team in selecting the most relevant project sites for construction of SHPs to be supported by the project;
- Analyze the current technology transfer roadmap developed by the project team and provide sound recommendations for efficient technology transfer;
- Provide monitoring and quality assurance to technology transfer process;
- Review the developed SHP education modules for vocational trainings and the modules for the technical university students, and make significant inputs for their improvement.
The Expert is also expected to regularly communicate with all relevant stakeholders in order to ensure their support and acceptance of final results.

- Good knowledge of policies and legal frameworks globally for stimulating renewable energy use and energy efficiency.
Required Skills and Experience
Education:
- University degree in either engineering (electrical or mechanical), physics, social sciences or equivalent.
Experience:
- At least 5 years of demonstrated working experience in renewable energy, whereas international experience will be considered as advantage.
Language:
- Fluency in both written and spoken English is essential, while knowledge of Russian is an advantage.
