The EIB, the European Union's bank, is seeking to recruit for its Legal Directorate (JU) - Legal Department, Corporate (JU CORP) - Operational Programmes and Technical Assistance Division (OPT) at its headquarters inLuxembourg, a:
(Junior) Procurement / Finance Lawyer
Appointment will be made on the basis of a 4 year fixed term contract
Purpose
The successful candidate will assist the Head of Division JU/CORP/OPT, together with other legal advisers, in providing legal support to the administration and operational directorates for all issues the division may be required to deal with but with the main emphasis on legal issues relating to procurement of services and goods for the Bank.
Operating Network
The lawyer will act under the authority of the Head of Division and in accordance with the priorities established by him, in agreement with the Director. S/he will provide her/his support to the different divisions in JU.
Accountabilities
The lawyer will carry out work relating to all tasks within the Division's remit and will independently manage dossiers relating to various operations with a particular emphasis on public procurement issues. S/he will operate under the supervision of the Head of Division, whose instructions s/he will follow when dealing with complex dossiers and whose approval s/he will seek on fundamental or unusual matters. Without prejudice of carrying out legal work in relation with other tasks of the division, he/she will in particular be requested to:
  • Participate in the negotiation and drafting of legal documentation relating to all larger contracts with the Bank involving provision of services, works and goods
  • Participate in the development and monitoring of standard procedures and templates for all directorates designed to ensure best practice and optimum selection procedures relating to services, works and goods needed by the Bank
  • Participate in providing advice on how to manage any risks associated to contracts with suppliers
  • Cooperate actively with the procurement unit, taking a solution-focused approach
  • Assist in relation to the division's other areas of responsibility principally in the areas of EU law and relations between the Bank and the European Commission concerning operational mandates and technical assistance mandates
Qualifications
  • University degree in the law of one of the EU Member States. A further knowledge of Common Law and other national laws would be an advantage
  • At least 3 years professional experience, preferably in the field of EU Procurement law with experience in any of the fields of Banking law, Commercial law and/or Community law being an advantage
  • Experience of drafting procurement related legal documentation would be an advantage
  • Substantial operational experience
  • Experience in working with the European Institutions and/or other multilateral banks would be an advantage
  • Familiarity with standard IT tools and Bank working procedures would be an advantage
  • Excellent knowledge of written and spoken English or French and a good command of the other (*). Knowledge of another language of the European Union would be an asset

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
