Background / General description:
As part of the World Bank Group, the Integrity Vice Presidency (INT) shares in the Group's overall mission in alleviating poverty and achieving a shared and sustainable prosperity in client countries. INT's fundamental role within the Bank Group is to help detect, prevent and deter fraud and corruption in the use of the Group's financial resources, so that those resources are used effectively to benefit the poor people that they are intended to reach. In contributing to the Bank Group's overall mission, INT works closely with other stakeholders across the Bank Group to:
Help detect and deter fraud and corruption in Bank Group-supported projects and activities by:
  • Professionally investigating allegations of fraud, corruption, collusion, coercion, or obstruction (the five Bank-sanctionable practices) in Bank Group activities;
  • Seeking Bank sanction against firms and individuals that have engaged in any sanctionable practice;
  • Undertaking detailed implementation reviews (DIRs) of Bank-supported projects to detect indicators of fraud or corruption; and
  • Using information available to INT (including from the Voluntary Disclosure Program) to help operational staff design and implement projects in ways that minimize fraud and corruption risks.
  • Help client countries to fight fraud and corruption by:
  • Referring investigative findings to the investigative and enforcement authorities in those countries and working with authorities, as requested, to follow-up and take action; and
  • Collaborating in multilateral efforts to mitigate the risks of fraud or corruption in development activities.
  • Enforce the highest standards of professional integrity, and ethical behavior among Bank Group staff and corporate vendors by:
  • Investigating allegations of staff misconduct involving significant fraud and corruption;
  • Investigating corporate vendors alleged to have engaged in sanctionable practices; and
  • Mining the lessons learned from those investigations to undertake training and outreach programs and also strengthen the Bank Group's internal controls environment.
INT's work contributes directly to achieving the shared prosperity/poverty reduction mission of the Bank Group and to meeting the Millennium Development Goals in 2015. Reducing fraud and corruption in Bank Group projects helps to ensure that Bank Group funds are used for their intended purposes: to alleviate poverty and to increase prosperity and stability in our borrowing countries. Working with others in international development institutions, INT's principal goal is to measurably minimize development assistance funds lost to fraud, corruption and abuse and increase the quality and results of development efforts. Results are reported in an annual integrity report that contains aggregated data, outcomes and generic descriptions of significant cases. To ensure its independence, INT's Vice President (VP) reports directly to the President of the Bank Group.
The Research and Analysis Unit
INT is currently committed to strengthening its research and analysis function to obtain, collate and analyze intelligence concerning fraud and corruption. The Unit also seeks to identify leads and conduct proactive investigations of those leads as well as, identify trends indicative of future integrity risks.
INT's Research and Analysis Unit (RAU) serves as INT's analytical engine which aims to support INT's investigative work. The unit has primary responsibility for developing and maintaining proactive sources of data - on an on-going and on-demand basis - as well as information from public and confidential sources, project documents. RAU is also responsible for developing the information obtained under the Voluntary Disclosure Program (VDP) and Negotiated resolution Agreements (NRAs) with the aim of proactively identifying targets for investigation. The results of this analysis aims to enhance decision making by INT regarding:
(i) which cases to pursue (reactively or proactively);
(ii) how to make better use of VDP, NRA and other data; and
(iii) identification of integrity risks, trends, patterns in the Bank Group's operations.
Duties and Accountabilities:
The Investigative Analyst will work under the guidance of the Lead Specialist (RAU), who reports to the Director of Operations (INTOP). The duties and accountabilities of the Investigative Analyst will include, but are not limited to, the following:
  • Use i2 suite of tools in conjunction with the new Case Management System (CMS) to help build and enhance existing INT data repositories to ensure that relevant information is available and analyzed to achieve operational results. Develop and maintain an iBase database with link to CMS.
  • Analyze and visualize information for reports as well as queries using i2 Analyst Notebook.
  • Participate in INT investigations as regards collect, collation and analysis of information to develop intelligence and identify specific evidence relevant to the investigation. This information should come from multiple sources both internal to the Bank and received from external partners.
  • Contribute to the work of the RAU Team by analyzing VDP and NRA disclosures already made to INT and those which INT is currently receiving, to maximize their operational and strategic value to INT. This work includes, but is not limited to, the research and preparation of Country Reports, Intelligence Reports and '˜targeting packs', detailing companies that are worthy of either investigation or approach by the VDP Team.
  • Prepare background information reports on companies and individuals of interest using INT information, Bank databases as well as open source research materials, specifically online databases such as Lexis Nexis, Westlaw, Dun & Bradstreet and others.
  • Contribute to the development and implementation of pro-active investigative strategies within INT using all available resources.
  • Prepare and deliver high quality and timely briefing material as required.
  • Develop expertise in the use of all analytical and investigative software available to INT and deliver training to INT staff on the use of this software, and possibly to the wider MDB community.

Other Selection Criteria
1. A Master's degree or equivalent in the areas of law, criminal justice, criminology, business or public administration, accounting, information technology, journalism, or other relevant area, and a minimum of 4 years' experience in a relevant field;
2. Expertise with i2 Analyst Notebook and iBase Designer, and familiarity with Intellishare intelligence sharing software platform.
3. Experience using commercial online data sources such as Westlaw, Factiva, Lexis Nexis and Dun & Bradstreet to prepare analytical and investigative reports.
4. Demonstrated experience working in an international setting, and working with/liaising with international law enforcement or intelligence analyst counterparts.
5. Demonstrated communication (oral and written), analytical, strategic, leadership, inter-personal and organizational skills, in-depth knowledge and working experience in intelligence analysis
6. Experience producing intelligence work product.
7. Demonstrated interest in international development and anti-corruption.
8. Familiarity with World Bank operations preferred.
9. Highest personal integrity with demonstrated ability to handle investigative information in a discreet and strictly confidential manner.
10. Strong interpersonal skills and ability to work effectively with internal/external partners and promote collaboration in a multi-cultural environment.
11. Fluency in oral and written English; proficiency in one of the following languages is desirable but not essential: Spanish, Russian, French, Arabic, Indonesian, Chinese, Hindi, Vietnamese or Portuguese.
