Background
The Office of Audit and Investigations (OAI) reports to the Administrator and is responsible for internal audit and investigations services to UNDP and its affiliated entities. The mission of OAI is to provide UNDP an effective system of independent and objective internal oversight that is designed to improve the effectiveness and efficiency of UNDP's operations in achieving its developmental goals and objectives through the provision of (i) internal audit and related advisory services, and (ii) investigation services.
OAI is the only office in UNDP with the mandate to investigate allegations of wrongdoing. OAI investigates allegations of fraud, corruption and other financial irregularities; retaliation on whistle-blowers; abuse of authority, workplace harassment; willful disregard of UNDP regulations and rules; and any other activities that would violate the standards of conduct expected of an international civil servant.
OAI also investigates allegations against parties external to UNDP (e.g. contractors or implementing partners) where the allegation involves significant financial irregularities committed to the detriment of UNDP.
The Global Fund to fight AIDS, Tuberculosis and Malaria (the Global Fund) is the largest international channel of financial support for work on these three diseases, which disproportionately affect the world's least developed countries. As a Principal Recipient of Global Fund grants UNDP manages programmes in 29 countries to ensure that funds are invested in effective programmes for vulnerable populations.
Under the guidance and supervision of the Deputy Director (Investigations), the Investigations Advisor conducts complex investigations into allegations of fraud and corruptive practices concerning UNDP managed programmes funded by the Global Fund. The Investigations Advisor also manages and oversees investigations conducted by consultants and external entities on behalf of OAI. The Investigations Advisor is responsible for preparing cases for referral to national law enforcement authorities for criminal investigation and prosecution, as appropriate. The Investigations Advisor liaises with the Office of the Inspector General of the Global Fund.
Investigations will be undertaken in accordance with the UNDP Framework for Addressing Non-Compliance with UN Standards of Conduct, with the OAI Investigation Guidelines and with best practices in administrative and criminal investigations.
Duties and Responsibilities
Principal functions
General Management:
The Investigations Advisor:
- Plans and undertakes investigations as required, including the analysis of information, the collection of evidence, the interview of witnesses and persons who are the subject of alleged wrongdoing;
- Undertakes missions to UNDP offices worldwide, including areas with hazardous working conditions;
- Negotiates and liaises with officials from governments, national and international agencies and partner organizations on investigation-related matters;
- Assumes accountability for achieving the investigation objectives and results, in accordance with accepted investigation standards and OAI policies and standard operating procedures;
- Assesses the overall performance of consultants and external entities in a participatory manner. Provides direction and guidance to consultants and external entities, ensuring effective team functioning.
Client Services:
- Produces well-evidenced, high-quality reports on the results of investigations to form the basis for disciplinary proceedings against UNDP staff members involved and/or for referrals to national authorities for criminal investigation and prosecution, as appropriate;
- Provides timely information to OAI senior management on investigation-related matters;
- Prepares risk-based information for dissemination to stakeholders at different levels in UNDP and the Global Fund for continuous improvement of risk management;
- Manages all investigation-related information in accordance with appropriate confidentiality procedures;
- Liaises with the Global Fund's Office of the Inspector General;
- Liaises with national law enforcement officials.
Other Tasks:
- Contributes to the ongoing development of professional practices within OAI and UNDP's management practice and stays abreast of developments in the investigation field;
- Participates in the implementation of his/her personal learning and development plan;
- Performs other assignments or tasks as determined by the Deputy Director (Investigations).

Required Skills and Experience
Education:
- Advanced university degree in investigations, management, finance, or related field and;
- Formal professional training in a comprehensive range of investigation-related areas - a combination of formal professional training from a national law enforcement or investigations academy or equivalent, and at least 2 years' additional experience in conducting criminal and/or administrative investigations as an investigator, may be accepted in lieu of an advanced degree.
Experience:
- A minimum of 10 years of progressively responsible professional experience in complex criminal and administrative investigations;
- Inclusive at least 3 years of experience working within an international investigation role;
- Inclusive at least 5 years' experience working in the role of a senior investigations manager, supervising a team of investigators and managing a large and varied caseload of administrative or criminal investigations;
- Professional background and established credibility in the field of national and international investigation is essential.
Language Requirements:
- Fluency in English;
- Working knowledge of French and/or Spanish is an advantage.
