ORGANIZATIONAL STRUCTURE:
Under the direct supervision of the UNFPA Representative and in collaboration with the Assistant Representative and the ASRH Programme Officer, the Programme Specialist performs tasks indicated below and thereby strengthens UNFPA's capacity in supporting the youth program in Liberia.
DUTIES AND RESPONSIBILITIES:
  1. Provide technical support at all levels in the development, planning, implementation, monitoring and evaluation of the national Adolescent Sexual and Reproductive Health programme.
  2. Contribute to the development, implementation and monitoring of the UNFPA-supported ASRH programme including Joint Programme on Adolescent Girls.
  3. Assess priority technical requirements of the programme
  4. Provide technical and managerial support to implementation partners in the implementation of the programme
  5. Organize and participate in periodic technical reviews as well as programme evaluation exercises
  6. Facilitate mainstreaming of HIV prevention strategies and gender issues into the ASRH programme.
  7. Liaise with relevant ministries, especially the Ministry of Youth, UN agencies and other relevant stakeholders to facilitate effective implementation of the ASRH programme.
  8. Strengthen partnership with donors, in an effort to raise additional resources for the adolescent and youth programme
  9. Support the collection (including through operational research) of lessons learnt and best practices that enhance the effectiveness of ASRH interventions, disseminate to stakeholders, and advocate for scaling up of the ASRH programme.
  10. Perform any other duty as directed by the Representative

Qualifications and experience required:
  • Advanced University Degree in Social Science, Public Health or related field.
  • Five years of progressively responsible professional working experience at national and international levels in programme planning, management, monitoring and evaluation, in a related field.
  • Current knowledge of the latest developments in the field of ASRH, HIV and AIDS.
  • Good analytical skills and ability to interpret complex socio-cultural backgrounds as well as quickly obtain an overview of a variety of activities and approaches of national and international actors.
  • Proven capacity in the area of resource mobilization and leveraging of national partner resources
  • Demonstrated leadership, facilitation, and team working skills and ability to establish harmonious working relations in an international and multicultural environment, both within and outside UNFPA
  • Ability to transfer skills to national staff to further enhance existing skills.
