Background
The idea of creation of a sustainable energy efficient settlement with maintenance of high standards of life quality lays in ensuring of a reliable and quality granted provision of utilities-communal services to the population at the minimum costs of energy resources derived from modernization of construction facilities and engineering systems and their consequent knowledge-based effective operation. An important provision and pre-requirement for creation of such a settlement is a modernization of municipal housing infrastructure stipulating for high living standards, reduction of resources losses, promotion of energy efficiency and local environment protection. Sufficient experience of energy effective modernization in the settlements is accumulated throughout the world, among them the application of master planning for municipal live support systems, and can be applied in the context of the Republic of Kazakhstan. It should be noted that Kazakhstan has little experience in development of master plans therefore the international expert will conduct a training (master class) how to develop conceptual documents like master plans for development of municipal housing infrastructure and present success stories to the stakeholders. Such a developed master plan will represent a view for growth of municipal housing infrastructure to provide the high living standards, promotion of energy efficiency and local environment protection. A focus in the master plan for Prigorodnyi settlement must be made on elaboration of general conceptual approaches to modernization and development of heat, water and electric supply, considering the necessary characteristics of production, transfer and consumption of heat, water and electric power in the settlement.
Duties and Responsibilities
Objective:
To strengthen the stakeholders’ capacity building in development of master plans on development of municipal housing infrastructure, including a conducting the awareness-raising training and to draft recommendations for improvement of modernization planning process and development of housing infrastructure in small cities of the Republic of Kazakhstan.
Scope of work:
- Preparation of a short review on international practice in master-planning for development of municipal housing infrastructure by example of urban sites with demonstration of the applied methods, approaches, practices and examples (preferably by example of small settlements);
- Organization and holding of master-planning training for the stakeholders, including presentation on fundamentals of master-planning, successful examples and etc. (the final training agenda to be approved by the UNDP\RK Project and the national expert);
- Under coordination of the national expert, the drafting of main recommendations to improve the planning processes on modernization and development of municipal housing infrastructure in small cities of the Republic of Kazakhstan.
Responsibility:
- Agrees actions with the Project Manager;
- Ensures timely and quality execution of the Terms of Reference;
- Ensures unconditional carrying out of requirements of the IC.
Reports and other materials should be submitted in English or Russian in MS Word (2007 and later) on the format of UNDP Projects, used font: Arial, size: 12.
Competencies
- Team-worker, good communication skills;
- Organizational skills in arrangement and conducting the trainings for the stakeholders;
- Ability to take negotiations and discussions with the experts;
- Skills in drafting the technical reports;
- Skills in drafting the presentations on technical and institutional themes.
Required Skills and Experience
Education:
- Engineering university degree in the field of architecture, construction, building engineering, engineering nets, etc.
Experience:
- As minimum 7 years of work experience by specialization.
Skills:
- Experience in drafting engineering, technical and technological solutions on energy efficiency in the buildings, networks, municipal infrastructure sources;
- Expertise (knowledge) in working with technical documentation, including the reports on energy audit and the design estimates for energy effective solutions;
- Analytical experience in compilation and processing of the information on international practices in development of urban housing master planning.
Language Requirements:
- Knowledge of English;
- knowledge of Russian (fluent) is an important priority.
