Background
The Bureau for Development Policy (BDP) plays a key role in helping countries to reach their development goals. It is responsible for articulating UNDP's global policy on developmental issues using evidence gathered through country applications, regional experiences and global interactions. It helps countries through a network of country offices that it connects to the best of knowledge and human resources on various thematic issues, in the design and implementation of programmes and projects that effectively contribute to policies and results at the national level. Driven by demand, and working through the Regional Bureaus, Regional Centers, and Global Centers of Excellence, BDP provides the global tools, analysis and capacities that country offices need to make a real difference in UNDP's practice areas.
BDP's support of UNDP's strategic plan 2008-2013 is currently focused on 4 practices (Poverty Reduction and the MDGs, Governance, Environment and Energy, HIV/AIDS) and 2 cross cutting thematic areas: Capacity Development, and Gender Equality and Women's Empowerment). BDP is also the corporate sponsor of Knowledge Management (KM) and Knowledge Sharing (KS) for UNDP and is responsible for ensuring that the collective knowledge of the Organization and its wider development network flows efficiently and is available to all staff and partners to enhance organisational and development effectiveness.
Thematic Context:
On the shift from aid effectiveness to effective development cooperation:Both the demand for international development cooperation and the supply (of experiences, knowledge etc.) are changing. New forms of cooperation have emerged such as South-South cooperation and triangular cooperation that reflect the dynamic development of some countries, the changing relations between different countries and actors, their specific interests in each other and, based on these interests, new demands for interaction, exchange and cooperation.UNDP's Global Project on Capacity Development for effective development cooperation provides, upon demand, support to capacity development for effective development cooperation to over 90 programme countries worldwide. The global project is managed by UNDP's effective development cooperation team in the Bureau for Development Policy, Knowledge, Innovation and Capacity Development Group (BDP/KICG) and builds on UNDP's track record in the area of promoting effective development cooperation. It seeks to scale up support to programme countries' capacities to receive, manage and use aid as one of the instruments at their disposal to achieve their development objectives. Through its universal presence and facilitation potential UNDP supports developing countries in regional and global dialogues on ODA issues, particularly through the promotion of South-South and peer learning and mutual support.
The project strategy is based on four guiding principles, both underpinned by capacity development and knowledge generation, namely: upholding and supporting country ownership and leadership of the development process and the management of aid for development results; demand driven approach to service provision; sustainability and cost-effectiveness of a results-based approach to capacity development for aid coordination and management; strengthening partnerships and peer learning.
