Background Information - UNOPS
The pool of experts is used as a surge capacity for short term rapid deployments (between 2 weeks and 4 months). UNOPS Rapid Response provides a capacity of specialized humanitarian personnel and trained and prepared engineers to conduct infrastructure assessments in the context of conflict, disaster and preparedness. One of the objectives of UNOPS Rapid Response is to rapidly deploy personnel to the field. To accomplish this, a pool of experts for the above mentioned position has been established. Once approved as a member of a pool, candidates remain members for a three year period, after which they will be re-assessed should they wish to remain part of the pool.
The mission of the United Nations Office for Project Services (UNOPS) is to expand the capacity of the UN system and its partners to implement peace-building, humanitarian and development operations that matter for people in need. In line with its mandate UNOPS acts as a central resource for the United Nations system in procurement and contracts management as well as in civil works and physical infrastructure development, including the related capacity development activities. UNOPS has significant experience in post-conflict, post-disaster and geographically difficult environments and in the field of emergency reconstruction of disaster stricken communities. UNOPS has a solid track record of providing effective disaster response operations and continues to be called upon to conduct infrastructure assessments in both conflict and disaster contexts.
Functional Responsibilities
The Information Management Officer will work under the direct supervision of the Mission Manager and be required to design and implement data architecture to support structures optimized for collection, analysis and reporting of information.
Information design Design solutions and contribute hands-on to solution development to supporting the mission's analysis and reporting needs; Conduct interviews with relevant stakeholders, facilitate data-modelling sessions, write technical requirements, and apply standards and best practices to information design in support of mission objectives; Develop a data repository of data management artefacts, assuring their integrity, quality and accuracy; Provide advice and technical services in information management to the mission, including in the use Geographic Information Systems (GIS) and related technologies, and the use of mobile-based technologies.
Information management Take responsibility for overall integrity, quality, accessibility and accuracy of information across reporting and data collection applications; Review, analyse and interpret collected data, identify problems / issues and prepare conclusions; Provide direction in the area of information management
Information sharing, collating, reporting and analysis Collect, synthesize, and analyse information pertaining to the mission and response efforts, and draw upon that information to draft, edit, appropriately format, and disseminate a wide range of internal and external information products; Research, analyse and present information gathered from diverse sources in the context of the mission; Collaborate closely with information counterparts from other UN agencies, NGOs, and governmental organizations to ensure that all relevant information is obtained and communicated; Review relevant documents and reports to ensure accuracy and completeness of the information presented; Identify problems and issues to be addressed and initiate corrective actions;
Capacity building Initiate and coordinate outreach activities and conducts training workshops on the management and use of information systems relevant within the mission's context.
ICT systems management Setup and maintenance of the local network infrastructure, and Internet connectivity; Installation, upgrade and maintenance of LAN/WAN infrastructure; Monitor network connectivity and ISP performance to ensure a stable and responsive network environment; Troubleshoot and monitor network problems, ensuring network and access security; Manage and monitor data backup jobs, facilitate tape rotation and off-site storage and data restores for recovery and/or testing purposes; Provide hardware and software troubleshooting support to the mission.

Education/Experience/Language requirements
- Education Advanced university degree (Master's degree or equivalent) in Geographic Information Systems, Information Management or a related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Knowledge of the following products / technologies required: SQL Server 2005 / 2008, TSQL, XML, Web Services, XSLT, ASP.NET, C#, JavaScript.
Work Experience
A minimum of five years of progressively responsible experience in information management, including at least 2 years (preferably 3-5 years) in information management in the context of a disaster response and/or complex emergency in countries affected by a disaster or conflict.
Languages
Fluency in spoken and written English is a requirement. Knowledge of Arabic, French, or Spanish is desirable.
Contract type, level and durationContract type: Individual Contractor Agreement (Retainer) Contract level:I-ICA 2 Contract duration: Depending on the mission, but between 2 weeks and 4 months. The fee will be based on a daily/monthly rate to be negotiated, depending on experience and the length and complexity of the mission.
