Background
The objective of the project is to reduce the household electricity consumption and the associated greenhouse gas emissions of Turkey by accelerating the market transformation of less energy consuming household appliances. This will be facilitated by a) strengthening the local institutional capacity to develop, adopt and implement effective appliance EE policies; b) developing and implementing a structured compliance checking and enforcement program for appliance energy performance labels and standards; c) increasing consumer and the supply chain awareness and capacity to purchase / deliver energy efficient appliances in the Turkish market; and d) analysing and reporting the results of the project for further learning, adaptive management and, as applicable, replication in other countries.
Among these objectives, sustainability of project results also depends on energy efficiency aspects to be increasingly included in the curricula of relevant educational institutions, given the fact that the appliance energy efficiency aspects are insufficiently covered by the current curricula. This will be achieved by supporting research projects by various universities focusing on different aspects (social, economic and technical aspects) of energy efficiency of household appliances also including opening of a course at undergraduate or graduate level upon completion of the research project.
Duties and Responsibilities
In order to be able to achieve the above mentioned objective, UNDP CO is running a Grant Programme to support universities, academic institutions on their researches on energy efficiency of household appliances. In this respect, the consultant will be responsible for independently evaluating and grading the project applications received under in the grant programme and reporting the results of evaluation.

Competencies
- Maturity and confidence in dealing with senior political and technical experts from national institutions.
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
- Good oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors.
- Excellent written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports.
Required Skills and Experience
General Qualifications
· University degree in relevant field such as economics, engineering, management, public policy, social or administrative science
· Full proficiency in English
· Excellent command of office computing software, such as word processing, spreadsheets, or databases.
Professional Experience
· Minimum 5 years of professional experience working for relevant NGO's, government, international organizations, private sector or academia.
Specific Experience
· At least 2 years in evaluation of project proposals
Assets
· Advanced degree (Master's or higher) in a relevant field
· Experience in working with UN or similar international organizations,
· Experience in GEF project design, implementation, or evaluation,
· Experience in evaluation or implementation of energy efficiency related projects
