Purpose of the Position Under the general guidance of the supervisor, and in close coordination with the Polio Manager and Communication for Development Officer, responsible for the design, formulation, management, execution, monitoring and evaluation of the Polio/ Immunization Communication Network (P/ ICN) in support of the Polio Eradication initiative of the country programme. Key Expected Results 1. Manage the country Polio/ Immunization Communication Network through: a. Evaluation and management of the P/ ICN deployment plan based on high risk communication criteria, and expand its coverage to cover all high risk areas at least. b. Development of exit and entry guidelines for P/ ICN staff, guidelines for team composition in each area based on the scale and scope of the communication problem, population and physical distance of area to be covered. c. Establishment of a formal HR system, based on merit with clear TORs for each level, objective recruitment panels for selection and retention and a staff performance evaluation system based on TORs. d. Strengthening performance accountabilities at all levels of the P/ ICN e. Development a training strategy ensure and implementation of capacity building plan for P/ ICN 2. Development and implementation of a sound planning, reporting, and monitoring framework for the P/ ICN.Programme communication strategy around the Polio/ Immunization Communication Network (P/ICN) and plan of action strategically developed and formulated, and the implementation effectively managed, facilitated and executed for social and behavioural change in support of efficient and effective programme delivery. Strategies to address specific needs of high risk and non-high risk areas. 3. Culturally relevant programme communication materials designed, pre-tested, and produced timely, meeting requirements and quality standards. 4. Strong partnerships with community groups, leaders and other partners in the community and civil society developed and enhanced for promotion of participation in social and behavioural changes supportive of programme goals. 5. Effective training materials and activities organized, developed and implemented to build capacity in participatory and behaviour communication at various government levels. 6. Technical support effectively provided with government counterparts in the development and effective use of communication for social development. 7. Monitoring and evaluation of programme activities and preparation of reports timely and properly undertaken. Findings, experiences, lessons learned, best practices and new methods effectively shared with government officials, programme staff, and other partners. 8. Budget properly planned, monitored and controlled, ensuring allocated funds optimally appropriated. Qualifications of Successful Candidate 1. Education - Advanced university degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.

- A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.* 2. Work Experience - Minimum eight years of progressively responsible professional work experience in the development, planning and management of social development programmes, including several years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes. 3. Language Proficiency - Fluency in English and a second UN language (IP) - Fluency in English and the local working language of the duty station (NO).
