Organizational Setting and Reporting
This post is located in the Americas, Europe and Central Asia Branch, in the Field Operations and Technical Cooperation Division of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva.
Responsibilities
The incumbent reports directly to the Chief of Branch. Within delegated authority, the Human Rights Officer will be responsible for the following duties:
Advises the Chief of Branch on policy, operational, and managerial issues that do or may impact on the work of the Branch and field presences supported by the Branch.
Assists the Chief of Branch in maintaining an overview of priorities with regard to key substantive and managerial issues within the Branch and field presences supported by the Branch and ensures effective communication between the Director of the Division, the Chief of Branch and Section Chiefs.
Drafts substantive correspondence, substantive notes, memos, guidelines etc as assigned by the Chief of Branch.
Coordinates preparation of relevant human rights parts of reports for the General Assembly, HRC, etc.
Represents the Chief in mainly internal fora on matters relating to the work of the Branch.
Ensures contact and liaises with the Office of the Director of the Division, OHCHR's Executive Office, other Divisions as well as, occasionally, if required, other sectors of the UN, other international organizations and governments on coordination and policy matters.
Performs other related duties as required.
Competencies
PROFESSIONALISM: Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to identify sources for data collection, research and analyse information and draft human rights reports. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
COMMUNICATION : Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

ACCOUNTABILITY : Takes ownership of all responsibilities and honours commitments ; Delivers outputs for which one has responsibility within prescribed time, cost and quality standards ; Operates in compliance with organizational regulations and rules ; Supports subordinates, provides oversight and takes responsibility for delegated assignments ; Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
Education
Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area.
Languages
Fluency in English (both oral and written) is required; knowledge of French or Spanish is an asset. Knowledge of another UN official language is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
Special Notice
Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. This position is vacant due to the temporary assignment/secondment for 2 years of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.).
