Organizational Setting and Reporting
This encompasses sub-functional specialties such as recruitment and placement, administration of entitlements, human resources planning, and staff development and career support. The Human Resources Officer reports to the Chief Human Resources Officer.
Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for the following duties:
General
  • Provides advice and support to managers and staff on human resources related matters.
  • Prepares special reports and participates and/or leads special human resources project.
  • Keeps abreast of developments in various areas of human resources.
  • Recruitment and placement
  • Identifies upcoming vacancies in coordination with client offices.
  • Prepares vacancy announcements, reviews applications, and provides a short-list to those offices.
  • Arranges and conducts interviews to select candidates.
  • Reviews recommendation on the selection of candidate by client offices.
  • Monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or corrections related to procedures to these offices.
  • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions.
  • Is responsible for the maintenance of Staffing Tables (ST) and as such is the Staffing Table and Post Manager.
  • Manages both, the current and projected MINUSTAH Staffing Tables (ST); supports the Chief of Section in all aspects related to ST management and post management, ensuring accuracy between Nucleus and IMIS Staffing data.
  • Liaises with our counterparts in FPD, Organizational Design and Classification Unit and the HR Desk on all ST matters.
  • Provides guidance on ST matters to Senior Managers as well as to all staff.
  • Trains other human resources staff in all HR IT systems, Staffing Table and Post Management.
  • Acts as Budget Focal Point for Human Resources (Personnel Section) and acts as the Focal Point for Audit on issues related to Staffing Table and Post Management.
Administration of entitlements
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
  • Administers and provides advice on salary and related benefits, travel, and social security entitlements.
  • Determines and recommends benefits and entitlements for staff on the basis of contractual status.
  • Reviews policies and procedures and recommends changes as required.
  • Reviews and recommends level of remuneration for consultants.
Other duties
  • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Assists in preparing policy papers, position papers and briefing notes on issues related to human resources management.

Education
High school diploma or equivalent. Technical or vocational certificate in human resources management, business or public administration, education or related area is required.
Work Experience
  • A minimum of ten years of progressively responsible experience in human resources management, administration or related area. ,
  • Solid computer skills and good knowledge of human resource databases: IMIS, Nucleus, FSS and related human resources IT systems is required.
  • Experience in recruitment and benefit administration; familiarity with human resources policies, rules and regulations are highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Working knowledge of French is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
