Background / General description:
The Controller's Vice Presidency (CTR) is responsible for all aspects of the financial reporting and internal control framework for the International Bank for Reconstruction and Development (IBRD) the International Development Association (IDA) and the extensive Trust Fund/Partnership portfolio of these two entities. The Controller's Vice Presidency is also responsible for expressing Finance's viewpoint on controls over bank operations particularly those which validate the appropriateness of loan disbursements.
Organizationally, CTR is comprised of the (1) Financial Instruments Accounting and Valuation; (2) Loans; and (3) Client Services Departments, as well as the Financial Analysis and Reporting, Accounting Policy, Knowledge Dissemination, and Operational Risks and Controls units. These teams collectively include approximately 400 staff, of which 150 are located at headquarters with the remaining 250 located in regional offices, the largest being in Chennai, India.
Division
The Financial Reporting and Analysis Division, within the Controller's Vice Presidency, is responsible for :
(i) statutory financial reporting including advising and liaising with decentralized accounting business units
(ii) management reporting and analysis, including developing benchmarks and monitoring performance
(iii) evaluating relevant accounting pronouncements for application to the Bank's financial statements in consultation with the accounting policy advisor
(iv) providing assurance on the accuracy and integrity of the Bank's financial ledgers and financial information,
(v) capital accounting function, and
(v) liaising with the external auditors and the Audit Committee.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 5 year term appointment.
Duties and Accountabilities:
Generally encompass core areas: Capital Business processing, financial analysis, financial reporting, and operational risk. Participate in multiple teams with duties in all areas.
Financial Analyst will participate in teams responsible for :
Maintaining the capital accounts for IBRD / IDA;
Analyzing financial results and balances for reasonableness;
Preparing internal and external financial reports for IBRD and IDA as part of the HQ business unit teams;
Duties also include participation on Finance Complex projects and preparation of ad-hoc financial analysis for senior management.
Examples of specific accountabilities:
1. Maintain the Financial ledgers for IBRD/ IDA capital; approving transactions relating to processing of Capital, leading to generation of accounting for the same.
2. Prepare/review of communication with member countries.
3. Prepare defined portions of a variety of the internal and external financial reporting and analysis products, such as the Monthly Financial Report, Annual Financial Report, Quarterly and Annual Financial Statements and Management Discussion and Analysis, Information Statements, and the Financial Management Information System (FMIS).
4. Develop and run computer assisted financial models which project income for IBRD and IDA.
5. Develop and apply computer assisted analytical methodologies to test and explain changes in financial trends and results, including validating the monthly trial balance.
6. Liaise with various decentralized accounting units which have co-located to Chennai.
Selection Criteria:
1. Chartered Accountant, or equivalent professional degree required. Bachelors degree in a related field, advanced degree will be a plus.
2. 3 or more years of relevant experience desired.
3. Strong verbal and written communications skills.
4. Full proficiency in Microsoft Windows applications, namely Excel, Word and Power Point. Demonstrated ability to learn new technology quickly and effectively use it for maximum productivity. Knowledge of SAP will be an advantage.
5. Excellent analytical skills. The ability to develop and apply methodologies to test and explain changes in financial trends and results using computer assisted techniques.
