Description
Purpose of the Position
Under the general supervision of the Finance Manager and guidance of the Chief of Operations assists in the area of account and financial controls, budget control (support budget) recording, reporting of assets, liabilities and income. Monitors the appropriate disbursements of funds and payments of accounts in accordance with the rules, regulations and established budget limits.
Key Expected Results
1. Controls and operates bank accounts in accordance with UN/UNICEF financial rules and regulations and local banking practices. Provides up-to-date information on the cash position or status of such accounts. Reconciles bank statements, keeps abreast of all procedures and regulations regarding the maintenance of bank accounts, exchange and interest rates, etc.
2. Monitors financial transactions and accounting reports, and reconciliation of accounts, to ensure accurate and up-to-date financial information and ensures reconciliation and recovery on personal advance and accounts receivable.Prepares required reports and statements for the Head of Office and HQ
3. Reviews budget expenditures by codes against approved allotments, and verifies compliance with reports received from HQs. Prepares and analyzes financial data for budget estimates and financial planning and carry out periodic systematic risk assessment and review of financial, budgetary performance and internal control processes.
4. Briefs the staff on the application and interpretation of UN/UNICEF accounting and financial rules, regulations, procedures and policies. Briefs the staff on the application and interpretation of UNICEF new Accounting and Financial regulation, rules, procedures and policies, as well as IPSAS implementation. Advises on implementation of operational strategies and procedures and being a focal person form internal and external audit
5. Facilitate periodic self assessment exercises by reviewing key financial activities for ACO and Zone office's to identify significant uncontrolled risks to be address
6. Within the framework of the Harmonized Approach of Cash Transfer to Implementing Partners (HACT), assist the Finance Manager in carrying out high quality and objective micro assessment of UNICEF's implementing partners.
7. Collate and compile operational management data to assess and monitor quality assurance activities for delivery and attainment of high level of performance results for UNICEF Afghanistan.
8. Responsible for the safekeeping of cash receipts and unused cheques.
Qualifications of Successful Candidate
Education:
  • First-level university degree in Accounting, Business Administration, Financial Management, Economics, or directly related technical field(s).
  • Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution is considered an asset.
  • A first-level university degree from an unrelated field, in conjunction with a valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution may be taken into consideration.
Work Experience:
  • Minimum of 2 years of relevant experience at the national and international levels in office management, finance, budget, accounting, ICT, human resources, supply or administration.
  • Experience in an audit is a distinct advantage. - Work experience in emergency duty station is an asset. Language Proficiency:
  • Fluency in English in required. Knowledge of an additional UN Language (Arabic, French, Spanish, Russian, Chinese) is considered an asset
