Description
Purpose of the Position Under the general supervision of the Chief of Operations, ensure the efficient provision of finance and accounting services in the following areas: accounting control, recording, reporting of assets, liabilities and income. Monitor the appropriate disbursements of funds and payments in accordance with established financial rules, regulations and procedures. Key Expected Results 1. Control and operate bank accounts in accordance with UN/UNICEF financial rules and regulations and local banking practices. Provide up-to-date information on the cash position or status of such accounts, and initiate the replenishment of the accounts in line with the laid down regulations and procedures. Supervise the timely preparation of the monthly bank reconciliation statements; keeps abreast of all procedures and regulations regarding the maintenance of bank accounts including foreign exchange. 2. Monitor financial transactions, accounting reports and reconciliation of accounts and review budget status reports to ensure accurate and timely provision of financial information. Prepare required periodical reports and statements for NYHQs and the Head of Office, ensuring that the set deadlines are met. Review budget expenditures by codes against approved allotments and reconcile with reports from HQs. 3. Certify the timely and accurate processing and recording of disbursements and payments through SAP e.g. travel claims, the payroll, pension fund, rental advances and petty cash in accordance with the established rules, regulations and procedures, and within budgetary limits. Also ensure the timely recovery of advances to staff members and any accounts receivable. 4. Supervise the reconciliation and updating of open accounts, including PAR staff accounts to ensure satisfactory resolution of all pending issues, and to ensure the timely preparation of monthly PAR reconciliation/update of the staff personal accounts. 5. Provide operational support to VISION Hub as necessary, (e.g. through facilitating the processing of transactions like payments on behalf of Zone Offices.) 6. Support in strengthening of internal controls and enhancement of staff capacity on the application and interpretation of UN/UNICEF accounting and financial rules, regulations, procedures, systems and policies, particularly with regards to salary advances, travel claims, MIP claims, security reimbursement claims and other financial entitlements. Maintain work process in line with the VISION, update / develop SOPs for Finance based on the SAP, conduct periodic orientation activities for newly recruited finance staff and other staff members on financial and accounting processes and procedures. 7. Take follow-up action on Country audit reports and in consultation with the Chief of Operations put in place and maintain appropriate internal control systems as stipulated in the audit recommendations. 8. Review and process liquidations of CAG accounts, monitor and assess control environment and provided advisory support to Chief of Operations and Representative in functional area. 9. Undertake regular field visits to provide training and support on Cash Assistance to Government to staff members, NGO and Government counterparts. Establish and /or review systems in collaboration with office of Supreme Audit Authority on CAG procedures for compliance with rules and regulations, and prepare report and recommendations. Qualifications of Successful Candidate Education: - Advanced university degree in Accounting, Business Administration, Financial Management, Economics, or directly related technical field(s). Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level university degree, may be taken in lieu of an advanced university degree. Work Experience: - Minimum of 5 years of relevant experience at the national and international levels in office management, finance, budget, accounting, ICT, human resources, supply or administration. - Work experience in emergency duty station is an asset. Language Proficiency: - Fluency in English and French is required. - Knowledge of an additional UN Language (Arabic, French, Spanish, Russian, Chinese) is considered an asset.
