Background Information - Myanmar UNOPS Myanmar develops, supports and oversees a portfolio of programmes and projects in Myanmar which focus on post-disaster recovery, health programmes and food security. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. UNOPS is also expanding its infrastructure and procurement services in Myanmar. The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM).
UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors and UN Agencies.
Background Information - Job-specific The Myanmar Operations Centre (MMOC) under the UNOPS Asia, Europe andthe Middle East Regional Office (AEMO) has been established to develop, support and oversee UNOPS' portfolio of projects in Myanmar and to ensure that synergies between projects are effectively developed. The MMOC plays a critical role inensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness. In February 2009, MMOC was selected by the Myanmar Country Coordination Mechanism for The Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients (PR) of GFATM grants for Myanmar. The implementation of the grants commenced in January 2011. To strengthen Financial Management of the GFATM grants, UNOPS is seeking qualified candidates to the position of Roving Field Finance Assistant(FFA). Roving FFA may or may not be located in a specific location, but he/she will replace FFAs who are an annual leave and where there is a vacant FFA positions in the State/Region. He/ she will also provide additional assistance to State/Region FFAs in periods of peak activity and will provide an additional control check on the work of the FFAs. In order to ensure mobility of the Roving FFA, the Roving FFA will be provided a laptop computer, external disk and other minimum requirements.
Functional Responsibilities Under the direct supervision of the Finance Officer, Managed Cash Flow and the overall direction of the Financial Management Officer, the Roving Field Finance Assistant shall be responsible for performing the following duties: · Open joint bank account with existing FFAs for operation of the Global Fund grant;
· Receive Operational Advance from PR in that account to be used for the intended purpose only; · Liaise with programme officers of the SR and conduct as many visits as required to enable fund reimbursement; · Visit the Township Medical Officer's (TMO) office and disburse seed funds after obtaining all certified documents evidencing the completion of an activity, incurring of expenditure and identity of the party/vendor; · Coordinate with TMOs for enabling disbursement/ reimbursement of the expenditure; · Verify and monitor the accuracy of the statements and provide replenishment of seed fund to the TMO; · Collect all certified supporting documents, signatures, names and other particulars of the beneficiaries in receipt of any such claims / reimbursements; · Record all transactions on a daily basis; · Reconcile the balance funds available in hand with the balance shown in the register meant for recording Operational Advances; · Where authorized, replenish the funds to TMOs upon receipt of relevant original documents, evidences and supports and also perform a reconciliation of the figures, beneficiaries, work plan and budget; · Where authorized, take steps to reimburse expenditures incurred in line with budget and work plan after receiving sufficient supporting evidence; · Submit all the above documents to the Managed Cash Flow Officer, requesting for Replenishment of the Operational Advance; · Ensure settlement of the balance of cash in hand within 90 days from the date of its first receipt and settlement, as no Operational Advance can run for more than 90 days; · Take fresh Operational Advance after submission of the reconciliation and settlement of the previous advance;
· Performs other duties as required.
Competencies
- Knowledge of UN or UNOPS financial regulations and rules will be considered an asset; Knowledge and experience with Global Fund Grants will be considered an asset; Fluent in both written and oral English; Ability to work systematically, accurately and under pressure; Good organizational skills; Ability to deal with clients and to respond to their queries. Excellent computer skills and ability to use software tools to present data clearly and concisely;
- Ability to work with accounting software; Good working knowledge of MS Office applications including proficiency in Excel.
Education/Experience/Language requirements
- Secondary education is required. A university degree (preferably in finance, accounting, business administration or related area) is an asset.
- Minimum of 5 years of relevant working experience in a similar field. Experience within the UN system is an advantage.
