DUTIES AND RESPONSIBILITIES
The Investment Centre Division (TCI) promotes investment in agriculture and rural development in developing countries andcountries in transition, assisting governments, international financing institutions (IFIs) and other development partners with thestrategic planning and implementation of their investments to achieve growth, poverty alleviation, food security and nutrition goals.Under the overall supervision of the Director, TCI, and the supervision of the Chief, Europe, Central Asia, Near East, North Africa,Latin America and the Caribbean Service (TCIC), the incumbent will provide technical advice and be responsible for building uponand diversifying the Service's capacity in environmental planning and management. In particular, the incumbent will:
- participate in, and eventually, lead multidisciplinary missions to assist governments in the identification and preparation ofinvestment projects/programmes in the field of sustainable natural resources management (NRM) and environment, orrelevant NRM and environmental components of agricultural and/or rural development projects/programmes, focusing oncritical themes such as landscape management, biodiversity conservation, climate change adaptation and mitigation, pestmanagement, soil conservation, payments for environmental services and integrated ecosystem management;
- participate in, and eventually, lead multidisciplinary missions to assist financing partners in the supervision and evaluation ofinvestment projects/programmes in the field of NRM and environment, or relevant NRM and environmental components ofagricultural and/or rural development projects/programmes;
- assess potential environmental impacts associated with investment operations in agriculture and rural development andpropose responsive mitigation measures in line with environmental safeguard policies of governments and financing partners;
- advise Service Chief on environmental aspects or issues associated with scheduled field missions, selection of consultants fortechnical assistance projects, terms of reference and supervision of outputs;cooperate with other FAO divisions on environment-related activities;
- liaise with and participate in respective counterparts in partner agencies in both relevant project and non-project environment-related activities;
- take the lead in supporting FAO member countries in the preparation of Global Environment Facility (GEF) projects, for whichFAO is the GEF Executing Agency, in collaboration with FAO decentralized offices (DOs), technical departments and theFAO-GEF Coordination Unit in TCI;
- collaborate with multidisciplinary teams in DOs in the formulation and delivery of capacity development programmes aimed atstrengthening environmental planning and management in the context of investment operations;
- prepare clear and concise reports in line with the requirements of governments and financing partners;perform other related duties as required.
MINIMUM REQUIREMENTS
Candidates should meet the following:
- Advanced university degree in environmental sciences, environmental engineering, geography, natural resourcesmanagement, environmental economics, or a closely related field
- Seven years of relevant experience in the design of environmental and NRM programmes/projects and impact mitigationmeasures, including experience in developing countries and/or countries in transition
- Working knowledge of English and limited knowledge of French, Spanish, Arabic, Chinese, or Russian
SELECTION CRITERIA
Candidates will be assessed against the following:
- Extent and relevance of experience in participating in and/or leading multidisciplinary teams for the preparation ofenvironmental investment operations (or relevant project components of agricultural and/or rural development investmentoperations) and in the conduct or evaluation of environmental sector or subsector analytical studies and reviews
- Relevance of experience with GEF and its focal areas and extent of experience in the preparation, evaluation and supervisionof GEF-supported projects
- Knowledge of environmental safeguard policies and procedures of major financing institutions, and familiarity with climatechange concepts in agriculture and community-based approaches to environmental and natural resources managementADM213e 06/10
- Extent and relevance of experience in the application of natural resource economics, including on systems of payments forenvironmental services
- Extent and relevance of experience in capacity development and training activities in the field of environmental planning andmanagement in the context of investment operations
- Experience in dealing with senior government officials, development partners and other country level stakeholders in thecontext of investment operations
- Good communication skills, both oral and in writing including demonstrated ability to write technical reports in English andSpanish
N.B. Willingness to travel frequently to developing countries and/or countries in transition and for geographic mobilityreassignments
