Organizational Setting and Reporting
This position is located in Abidjan, United Nations Operations in Cote d'Ivoire. The Electoral Officer generally reports to the Chief Electoral Officer/Chief of Political Affairs
Responsibilities
Within delegated authority, the Electoral Officer will be responsible for the following duties:
  • Provides advice and contribute to capacity building of counterpart(s) of the national electoral authorities, including assisting in the establishment and management of field offices.
  • Implements programs in the following areas, as required: Electoral Training, Capacity Building, Civic/Voter education, Electoral Legal, Electoral Procedures, Electoral Operations, Electoral Security, and/or Voter Registration.
  • Ensures that all electoral field operations are conducted effectively by addressing policy guidance and other electoral needs in a timely manner.
  • Ensures that all field reports are received regularly and within set deadlines; compile regular reports for the Chief of Political Affairs on major electoral developments and issues in the field, including immediate and longer term problems.
  • Organizes regular meetings with field staff at Headquarters or the field.
  • Oversees the day-to-day operations and administration of the electoral office in the assigned area of responsibility.
  • Provides periodic reports to Headquarters on electoral and political developments in the assigned area of responsibility in close collaboration with political, civil affairs and human rights officers.
  • Supervises national and/or international UN electoral staff assigned to the area of responsibility.
  • Performs other related duties as required.
  • Work implies frequent interaction with the following:
1. Officers in the peacekeeping missions, and other UN agencies
2. Permanent Missions to the UN
3. Staff of specialized agencies, representatives of non-governmental organizations and international/regional organizations
4. Representatives of Governments/ Permanent Missions to the UN
5. Electoral management bodies
6. Relevant national counterparts
7. Academic community, institutes, and foundations

Education
  • Advanced university degree (Master's degree or equivalent) degree in Political Science, International Relations, Law, Public Administration, or related field.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience
  • At least five years of progressively responsible experience in electoral administration and systems, or related area;
  • experience in more than one country, including developing countries, is desirable.
  • United Nations electoral field experience in a peacekeeping operation and/or UN agency is desirable
Languages
  • Fluency in English and French (both oral and written) is required.
Assessment Method
  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
