Background
UNODC has specific mandates to assist countries to provide injecting drug users, prisoners and people vulnerable to human trafficking with evidence-informed, comprehensive HIV prevention, treatment and care services through advocacy; to support in developing effective legislation and policies; to support in elaborating comprehensive evidence-based strategies and programmes; to facilitate the capacity building of national stakeholders including government agencies, civil society and community organizations to ensure optimum coverage of these population groups with HIV services.
In 2013 UNODC continues to implement the HIV-PLEDGE project that envisages inter alia close collaboration with the State Penitentiary Service of Ukraine (hereinafter - SPSU), public health and social support services in the community in developing and implementing comprehensive and evidence-informed HIV/AIDS prevention, treatment, care and support services in prison system including pre-trial detention settings and post-release stages. Targeted advocacy efforts will be made to help the prison authorities develop and implement gender sensitive and human rights based comprehensive HIV prevention, treatment, care and support programmes, including drug dependence treatment, in prison settings.The project stipulates also analysis of currently used guidelines and protocols of medical service provision in prisons, accordance of these documents with international standards, namely comprehensive package of HIV.
Duties and Responsibilities
Main objective of the assignment
The objective of the assignment is to conduct analysis of accessibility and quality of services related to HIV/AIDS in prison settings, and currently used guidelines and protocols on ART, HIV prevention, treatment care and support, and drug dependence treatment; to outline gaps which arise at practical level and provide technical support to SPSU in updating of the relevant protocols and overcoming of existing structural and administrative barriers.
Description of responsibilities / scope of workNational Consultant is responsible for:
  1. Analysis of accessibility and quality of services related to HIV/AIDS in prison settings, and currently used guidelines and protocols on HIV prevention, treatment care and support, and drug dependence treatment.
  2. Analysis of gaps which arise at practical level and provide technical support to the State Penitentiary Service in updating of the relevant protocols and overcoming of existing structural and administrative barriers.
  3. Development of specific technical guidelines and operational standards that will facilitate scaling up comprehensive package of HIV and drug dependence treatment services in prison settings.
  4. Development of changes to technical guidelines and operational standards for provision of HIV services in prisons.
  5. Preparation of draft normative documents (operational guidelines for collaboration, regulations on medical units of the prisons, job profiles, clinical protocols etc.) developed/updated with the project's support and the Technical Working Group's (hereinafter – TWG) recommendations.
  6. Assistance with approval of the developed documents concerning above-mentioned issues by SPSU and Ministry of Justice.
Deliverables
The consultant is expected to provide the following deliverables:
  • A report based on the analysis of accessibility and quality of services related to HIV/AIDS in prison settings, and currently used guidelines and protocols on HIV prevention, treatment care and support, and drug dependence treatment, as well as outlining gaps which arise at practical level of these services provision (January 24, 2014).
  • Technical guidelines, operational standards and other documents that will facilitate scaling up comprehensive package of HIV and drug dependence treatment services in prison settings, cooperation of prisons with other partner organizations related to these issues (March 31, 2014).
  • Technical support to SPSU in updating of the relevant protocols and overcoming of existing structural and administrative barriers (April 30, 2014).
Monitoring / reporting requirements
The consultant will report directly to UNODC Regional HIV/AIDS Advisor for Ukraine and Moldova.The Consultant will submit to UNODC the following documents for comments and finalization:
  • Draft report on the analysis of accessibility and quality of services related to HIV/AIDS in prison settings, and currently used guidelines and protocols on ART, HIV prevention, treatment care and support, and drug dependence treatment, by January 24, 2014.
  • Draft report on the analysis of gaps which arise at practical level of these services provision, by January 24, 2014.
  • Draft of operational guidelines for collaboration of the prison facilities with narcology, AIDS and TB centres, NGOs engaged in HIV services, by March 31, 2014.
  • Draft regulations on medical units of the prisons, by March 31, 2014.
  • Draft job profiles and terms of references of the key prison facility personnel, by March 31, 2014.
  • Draft report about changes to technical guidelines and operational standards for provision of comprehensive package services in prisons, by April 30, 2014
Competencies
  • Proven experience in drafting normative documents related to medical issues in prison field.
  • Knowledge of national HIV/AIDS policy and international human rights standards in HIV response in prison settings.
  • Ability to conduct researches, analysis and writing reports.
Required Skills and Experience
  • University degree in medicine, public health or other related fields. Advanced university degree (masters, PhD, etc) will be considered as advantage.
  • At least 5 years of work experience in penitentiary sector, previous cooperation with SPSU as related to the HIV prevention programmes.
  • Fluency in Russian and Ukrainian is required. Knowledge of English will be an asset.

  • Financial proposal
Financial proposal - Lump sum contract
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).Payments are based upon output, i.e. upon delivery of the services specified in the TOR. Travel costs:All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
Evaluation criteria
  • Educational background - 10 points max (10 points – PhD degree or equivalent; 5 points - bachelor or equivalent degree);
  • Relevant professional experience - 20 points max (20 points - 10 years and more; 10 points – 5 to 10 years);
  • Proved knowledge and understanding of theories, concepts and approaches relevant to HIV prevention, treatment, care and support in prison settings, and national HIV prevention strategy - 30 points max.;
  • Knowledge of languages – 10 points max (only Russian/Ukrainian - 5 points; Russian/Ukrainian + English – 10 points).
Maximum available technical score - 70 points.
Evaluation method: Cumulative analysis Contract award shall be made to the incumbent whose offer has been evaluated and determined as:a) responsive/compliant/acceptable, andb) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight: 70%* Financial Criteria weight: 30%Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial EvaluationThe maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
