Background
The EU Advisory Group (EUAG) supports the Government of Armenia in its reform agenda as further detailed in the EU/Armenia Action Plan in the framework of the European Neighbourhood Policy (ENP). The overall objective of the project is to support the Republic of Armenia (RA) in the implementation of Armenia's reform agenda and relevant international commitments assumed by Armenia including through the implementation of the prolonged ENP Action Plan (ENP-AP). The EUAG will achieve these objectives through the continued delivery of an optimal mix of policy, legal and institutional advisory services. These services are targeted at assisting national authorities to further develop and implement the EU-Armenian Action Plan and to support implementation in core policy areas. This assignment is in support of Article 4.5.3 of the EU-Armenia Action Plan. It will strengthen efforts in the fight against organised crime and trafficking in human beings, drugs and money-laundering. It is also in furtherance of the recommendations in Chapter 8 of the EU Advisory Advice Paper 'Need Assessment on the Means to Combat Organised Crime in the Republic of Armenia' (2011). Crime or Intelligence Analysis is a key component of intelligence-led policing which is at the heart of the EU's Internal Security Strategy (described in both the Hague Programme (2005) and the Stockholm Programme (2010)).
Duties and Responsibilities
Under supervision of the EUAG Project Manager and day-to-day guidance of the Policy Advisor on Law Enforcement the trainer will deliver two courses:
- The first course, 'The Crime Fighter's Toolkit: Introducing Analysis' will take place across 5 consecutive days in the period 1st – 28th February 2014. In this course the short term expert will provide ‘seed' training to a group of law enforcement professionals in week 1;
- The second course, 'The Crime Fighter's Toolkit: How to train analysts' will take place across 5 consecutive days in the period 1st- 31st March 2014 and will train selected individuals from course 1 on how to teach basic crime analysis. This is a trainer the trainers' initiative.
Under supervision of the EUAG Project Manager, and day-to-day guidance of the Policy Advisor on Law Enforcement, the Short Term Expert is expected to produce the following deliverables:
- A course plan for teaching introductory techniques and tools for criminal intelligence analysis
- Training materials for use in the course;
- 10 questions for each week to be used in a pre-training test that will assess students' understanding of the issues;
- 10 questions for each week to be used in a post-training test to assess any development of skills level;
- Participate in and moderate two weeks of training each of 5 days at a time to be arranged between 13th January 2014 and 4th April 2014;
- Deliver five days of training inputs covering:
- The nature of analysis for operational policing;
- Developing an analytical process;
- Thinking like an analyst;
- Data collection planning;
- Analytical tools, techniques and products (e.g. flow chart analysis, crime pattern analysis, association analysis);
- Practical group and individual exercises
- Deliver five days of training inputs on basic training methodologies for the above subject matter;
- Participation in 1 hour input on the nature and use of criminal intelligence analysis for senior and strategic leaders.
Competencies

- Knowledge of delivering training through interpreters;
- Demonstrate strong oral and written communication skills.
Required Skills and Experience
Education:
- University education in a relevant subject together with practical experience in operational and strategic criminal intelligence analysis;
Work experience:
- A minimum of 10 years of relevant work experience dealing with analysis as a law enforcement tool;
- Substantial experience of training others in criminal intelligence analysis;
- Experience of delivering training through interpreters;
- Experience of working practices in CIS countries
language skills:
- Excellent presentation skills in the English language.
