Purpose of the Position
Under the supervision of the Chief of Field Office and in consultation with WASH section for technical guidance and oversight, provide support to UNICEF Country Office in achieving an operational and sustained level of preparedness and response capacity to the current situation and potential deterioration. Responsible for the WASH situation analysis, projects preparation with implementing partners, planning, implementation, monitoring of emergency project activities with implementing partners and supporting coordination of the WASH Working Group. Expected Results
1. Provide continuous capacity building to WASH national staff based in office with an emphasis on responses to emergencies
2. Contribute to the WASH needs assessment in country, with focus on 1/ areas where displaced Syrians have settled down. Technical areas to be assessed in collaboration with local and Governorate authorities and other WASH partners are: water and wastewater networks/ services and solid waste, level of safety of drinking water, mapping of potential areas with water supply and other problems during summer time. Issues related to knowledge, attitudes and practices putting children at risks should be identified as well.
3. Direct and recent experience in delivery of WASH in Emergencies, WASH in Schools, and Hygiene Promotions interventions.
4. Represent UNICEF WASH and sub-zonal coordination forum with other Agencies involved in Response.
5 . Lead in coordination at sub zonal forums. Previous experience in cluster coordination is an asset.
6. Contribute to the selection of UNICEF strategic and/or contractual partners, including the civil society, the private sector, L/INGOs. Experience in developing UNICEF PCA partnerships is highly desirable
7. Following in-depth analysis of the technical assessment (WASH in collective shelter, hosting communities and school/children spaces), elaborate the WASH response through selected partners.
8. Undertake regular field missions and provide monitoring and reporting on UNICEF supported interventions
9. Support UNICEF NOA WASH Staff, Field Monitors and Field Officers in WASH related interventions, and needs assessments.
10. Suggest strategic avenues to enhance the emergency WASH response and move to a transitional response.
Qualifications of Successful Candidate
Education Background:
  • Degree in water/wastewater engineering or Public Health
Work Experience:
  • At least 5 to 8 years technical experience in the area of water/wastewater management
  • Knowledge of water, sanitation and hygiene related technical guidelines, standards, and indicators
  • Knowledge of UNICEF emergency programs management, organisation, procedures, rules and regulation
  • Basic/Advance security training online
Language Proficiency:
  • Fluency in English language required.
  • Knowledge of French and/or Arabic an asset
Other Qualifications:
  • Good communication and interpersonal skills
  • Good written and oral presentation skills; ability to communicate verbally and in writing,
