Background
Under the direct supervision of the Deputy Resident Representative (DRR), the Team Leader of the Poverty Reduction and Sustainable Development Unit acts as a programme manager for all aspects of UNDP Tunisia programme in the area of Poverty Reduction, MDGs, Economic Governance, Local Development, Employment and Environment&Energy, overseeing a major portfolio of project initiatives, some of which Directly Implemented (DIM) by UNDP. The main roles of the Team Leader are to develop, position and manage the Poverty Reduction programme, to oversee and provide quality assurance to project implementation, and to manage the Unit. The Team Leader leads the unit team in strategic planning and identifies new programme areas while ensuring consistency with UNDAF/ CPD priorities and creative responses to emerging challenges and opportunities.
The Team Leader works in close collaboration with the Management, the Programme and Operations teams and the Programme Support Unit to ensure effective and efficient programme delivery within the overall strategy and approach of UNDP in Tunisia in the framework of its Transformation Plan. He will work as well with Programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.
Duties and Responsibilities
Summary of Key Functions:
- Ensuring the strategic direction of UNDP programme on Poverty and Sustainable Development;
- Management of the CO programme on Poverty and Sustainable Development and supervision of the unit team;
- Strategic partnerships and support to resource mobilization;
- Provision of top quality policy advice services to the Government and facilitation of knowledge building and management.
As a member of the Tunisia CO management team, ensures the strategic positioning and direction of UNDP Poverty Reduction and Sustainable Development programme focusing on achievement of the following results:
- Thorough analysis of the social and economic situation in the country and collaborative preparation/revision of CCA, UNDAF, CPD, CPAP, AWP and other documents with emphasis upon the poverty reduction and sustainable human development (including sustainable livelihoods) components of the programme;
- Positioning of the new programme portfolio on Poverty Reduction and Sustainable Development;
- Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities;
- Provide intellectual and substantive programme leadership to enhance poverty reduction through policy development, programme design and implementation to support national priorities;
- Lead and guide programme and project formulation to support the development and implementation of effective pro-poor strategies and policies, including identification of strategic programme areas of cooperation;
- Provide top quality policy advice services to the Government and facilitate knowledge building and management particularly in the areas of poverty reduction and economic governance issues;
- Identification of strategic programme areas of cooperation;
- Operationalization of UNDAF/ CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming;
- Analysis and presentation of UNDP policies and their implementation in the CO;
- CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit;
- Support and contribute to UN strategy, coordination and joint programming in the area Poverty Reduction and Sustainable Development;
- Work closely with UNDP’s global Bureau for Development Policy on strategy formulation and programme development, as well as with the relevant programme units in UNDP Tunisia.
Ensures effective management of the Poverty Reduction and Sustainable Development programme and supervision of the relevant unit team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
- Further design and formulation of UNDP poverty reduction and Sustainable Development Programme in Tunisia, translating UNDP priorities into local interventions;
- Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
- Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations;
- The Team Leader performs the function of Manager Level 2 in Atlas for development projects transactions approval;
- Coordination and oversight of project implementation with the executing agencies and project management teams;
- Ensure that the Unit and project teams have the necessary capacities in order to effectively and efficiently deliver on programme commitments;
- Business Processes mapping and establishment of internal standard operating procedures in results management with the Unit, control of the workflows in the Unit;
- Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme;
- Follow up on audit recommendations. All exceptions are timely reported.
- Aggregate reports are regularly prepared on activities, outputs and outcomes;
- Preparation of donor reports;
- Support for Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with the Programme Support Unit and the Operations Manager;
- Ensure delivery targets are met, as per project documents and donor agreements;
- Personnel supervision of the Unit programme team comprised of international and national programme specialists, analysts, associate and assistants, and oversight of project managers and their teams.

Establishes and maintains strategic partnerships and supports the resource mobilization focusing on achievement of the following results:
- Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes.
- Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
- Ensures strong and strategic relationship with partners;
- Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities;
- Ensures strong coordination of the UNDP programme with other UN agencies, the World bank and Multi-Donor Trust Fund, Resident Coordinator Office, relevant units of the UN Mission in Tunisia and other entities, including Tunisian Government institutions and local and nongovernmental actors, members of the diplomatic community, and UN headquarters;
- Participates in relevant Government and UN interagency task forces, working groups, and/or theme groups.
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing;
- Makes sound contributions to knowledge networks and communities of practices.
Ensures provision of top quality advisory services and facilitation of knowledge building and management on Poverty reduction, Economic Governance and Sustainable Development focusing on achievement of the following results:
- Ensure the Poverty Reduction and Sustainable Development programme is adequately capacitated with technical expertise required to provide top quality advisory services to Government counterparts and other stakeholders and partners;
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals related to poverty reduction, economic governance, employment and sustainable development;
- Coordination of development of policies and institutions that will address the challenges and of Tunisian related to poverty reduction and achievement of the MDGs, in collaboration with the Government and other strategic partners;
- Establishment of advocacy networks at national level and linked to international networks;
- Relevant, high-impact advocacy campaigns are implemented with the key partners;
- Sound contributions to knowledge networks and communities of practice, in particular contributing to the UN's and UNDP's experience in the area of poverty reduction and MDGs;
- Organization of trainings for the Government, partners and project staff on related practice areas;
- Support the development of a national Human Development report;
- Support the development of a national MDGs progress report;
- Organization of trainings for the operations/ projects staff on programme.

The key results have an impact on the overall success of the country programme and reaching UNDAF/ CPD goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience
Education:
- Master’s Degree or equivalent in Economics, Public Administration, Political Sciences, Social Sciences, Public Policy or related field.
Experience:
- 10 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
- Experience in poverty analysis, aid coordination and/or development of national Human Development Report would be an added advantage;
- Experience in the usage of computers and office software packages, experience in handling of web based management systems.
- Prince2 training and certification, RMG.
Language Requirements:
- Fluency in French;
- Working knowledge of English. Arabic an advantage.
