Regional Context
The East Asia and Pacific Region presents a dramatic illustration of the principal global dynamics, opportunities and risks of the 21st century. After making the fastest progress in growth and poverty reduction of any region around the world in the last quarter century, some countries in the region are poised to become middle-income, and others are preparing to join the small group of high-income countries. Such rapid transformation is leading to the largest shift in rural-to-urban population in human history, generating rising inequality within and across countries, while leaving some countries, sub-national regions and groups behind. The continuing global financial crisis also threatens the sustainability of the gains with countries across the region being forced to address the resulting impacts on macroeconomic stability, economic growth, employment and poverty. 
Department and Unit Context
Within the EAP Region, the Poverty Reduction and Economic Management Department (EAP PREM) is responsible for the Bank’s work in the areas of economic policy, public sector governance, poverty and inequality, and gender.  This involves the provision of policy and implementation advice as well as financial support to our clients through analytical work, technical assistance, lending and supervision in close consultation with the field-based Country Directors. Staff in the department also conduct cross-country analyses of issues that are of interest across the Region, monitor regional economic developments including through contributions to semi-annual economic updates, and work with other sectoral staff to address cross-cutting challenges.  
The department is highly decentralized with about three-quarters of its staff located in country offices. The management structure of the department includes a DC-based Sector Director, to whom this position will report, a DC-based sector manager/lead economist (who is also the thematic lead economist for economic policy and trade); two country office-based sector managers (in Bangkok and Jakarta); four country-office based lead economists; and two thematic lead economists (for public sector governance and poverty/gender). This group collectively comprises the EAP PREM departmental management team and provides the overall strategic and operational leadership. Each of the thematic lead economists for public sector and governance, poverty/gender, and economic policy/trade facilitates communities of practice and provide strategic leadership in her/his respective areas of expertise.

Objectives
The objectives of this assignment is to assist the Philippines Department of Budget Management (DBM) implement its institutional change agenda and support capacity building activities of key oversight and line agencies. The DBM plays a key role in delivering on President’s Aquino’s Social Contract with the Filipino people. The Social Contract is focused on improving governance, fighting corruption and rent seeking, enhancing public expenditure effectiveness, and creating inclusive institutions to generate inclusive growth—growth that is widely shared and reduces poverty. In its strategic oversight role of the budget, the DBM evaluates and promotes coherence of line agencies programs with the policy priorities of the government, convergence of flagship programs between the various line agencies (to avoid siloized approaches), results-based, transparent, effective and efficient budget execution, and empowering citizens and civil society to strengthen accountability in public service delivery including through participatory budgeting. The DBM leadership aspires to leave a lasting legacy of institutional change and capacity building within the department. In this context, the DBM is working closely with other key agencies to promote lasting capacity development programs. DBM is also at the forefront of implementing major systems reforms such as Bottom-Up Budgeting, Government Integrated Financial Management System (GIFMIS), Single Treasure Account (TSA) and Open Government/Open Data that are vital instruments in the Philippines context to enhance expenditure accountability.
The internal capacity building agenda is shared with several other oversight and line agencies. The government has requested the Bank to design a program of reimbursable advisory services (RASs) and a technical assistance loan to assist the implementation of this agenda. Trust Fund resources provided by AusAID also constitute major support to the Bank’s work program in this area. Specific areas relate to governance and anticorruption (notably fiscal transparency and accountability), institutional strengthening/civil service reform, public financial management, open government/open data, capacity building, and monitoring and evaluation.
Duties/Activities
The specialist would have the following duties and accountabilities:
Assist the Department of Budget and Management (DBM) in improving public expenditures and investment planning, implementation and monitoring and impact evaluation in support of achieving more inclusive growth. This includes undertaking just-in-time program analysis, ensuring convergence and consistency of approaches across oversight and line agencies, programmatic public expenditure and institutional reviews (PEIRs) and process and impact evalutions.
Support the Public Financial Management Steering Committee, currently chaired by DBM, in advancing and harnessing international experience for the implementation of the PFM Action Plan, which includes the roll out of the Government Integrated Financial Management Information System, the Single Treasury Account and the Comprehensive Humans Resource Information System. 
To succeed in achieving these two objectives, the specialist will:
Develop strong links with key officials in the government and key actors in civil society, foster policy dialogue, and share appropriate international practice;
Participate in task teams in other sectors to integrate issues of effective public sector governance and internal capacity building in their own programs;
Develop and maintain close working relationships with the IMF, Australian and other development partners, raising and managing trust fund resources required to deepen the Bank’s engagement with key clients;
To contribute to the department’s knowledge agenda, the specialist will:
Systematically track, assess and report on the results of the Philippines’ team programmatic public sector reform program;
Ensure that experiences from the Philippines are made available to the rest of the region and the world;
Engage in the Bank’s public sector governance dialogue on potential policy and program interventions in the region and actively participate in the region’s Community of Practice on Public Sector Governance; and
Keep abreast of international trends in public sector governance issues, their applicability to public sector interventions in the Philippines, as well as good practices to be able to evaluate/develop appropriate advice and assistance, including South-South peer-to-peer learning as applicable to transitional middle-income countries.
Deliverables
The following is a summary of the main deliverables:
Assist the Department of Budget and Management to implement and improve the strategies for institutional transformation by providing suggestions and guidance in real time, and in the form of just-in-time policy analysis, policy briefs, presentations, workshops, study visits and seminars, and formal economic policy analysis.
Ensure the effective implementation of Bank-funded and administered support programs. This involves developing and implementing the engagement strategy and reform programs and ensuring supervision in compliance with World Bank procedures and processes.
Analytic pieces, briefings, and the sharing of lessons from the reform program to contribute to the Bank’s knowledge agenda.
Management and reporting 

The Specialist will be managed by the Lead Economist for the PREM East Asia Sector Department (EASPR), Manila office.

OTHER SELECTION CRITERIA

Minimum Education: MA/MS in public economics, public finance, political science, public administration, management or other educational background associated with budgeting, revenue or civil service reform
Minimum Years of Directly Relevant Experience: 8.
Extensive practical experience in one or more of the core areas of this assignment (budget formulation, budget execution, institutional change) at a senior level. The Senior Public Sector Governance Specialist would need to demonstrate extensive experience in a range of public sector reforms, including public financial management, civil service reform and participatory budgeting.  
A strong understanding of the key public financial management processes, as well as knowledge of international good practices
A strong, intuitive grasp of the political economy of developing countries based on reform experience is expected
Significant experience in the application of budget formulation reform, budget execution reform, or civil service reform in developing countries
High degree of motivation, initiative, flexibility, reliability and diplomacy.
Direct experience in capacity-building activities and dialogue with government officials is highly preferred.
Superb interpersonal skills. Ability to collaborate effectively with multidisciplinary bank staff teams, governments, NGOs and donors, while being diplomatic and sensitive to cultural, political and gender issues. 
Strong oral and written communication skills, including the ability to present complicated analyses to non-specialist audiences. 
Ability to multi-task and work under pressure. Ability to work within tight deadlines and budgets to produce high quality products.
