The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.
The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.The Division of Information Management (SGIM) comprises four sections and provides the Department of Safeguards with services of data processing, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and soundly based safeguards conclusions.
Under the supervision of a Safeguards Information Analyst, the Safeguards Information Clerk collects and processes information in support of the in-field activities and the State evaluation process and communicates relevant information and assessments to the appropriate IAEA staff. The Safeguards Information Clerk will be responsible for the receipt, processing and dissemination of State declared information.
The Safeguards Information Clerk interacts with staff of all levels within the Department. He/She is relied upon to gather information required for the work of the Safeguards Information Analyst and other staff in the Section and Division.
- Perform data entry and verification for State declared nuclear material accounting reports, Voluntary Reporting scheme and additional protocol declarations.
- Register, scan, process (check, add meta data and store) a high volume of documents (about 3000 incoming and 1000 outgoing documents), hard copy reports containing safeguards confidential information, acknowledgement letters to the States, safeguards correspondence, etc.
- Fulfil the duties of the divisional file station and provide information services with respect to registration, scanning, routing and filing of incoming and outgoing confidential mail and source documents.
- Support Operations Divisions and Safeguards Information Analyst in the Section by retrieving data from the State declared nuclear material accounting reports.
- Handle the computerized information systems in the Section and maintain the associated electronic files.
- Review output from the information system for accuracy and completeness from a data processing point of view and process and analyse nuclear material accounting data for designated SQP States and current reporting states and contribute to the State evaluation process.
- Provide assistance and input to the Integrated Safeguards Environment project where relevant ISD input is required (testing of data registration/entry interfaces).
- Perform clerical duties as required.
- General knowledge of Safeguards Agreements.
- Basic knowledge of accounting and reporting issues and ability to select appropriate information sources and retrieve information using a methodological approach.
- An understanding of nuclear proliferation, nuclear technology, information systems, and related safeguards issues, as well as safeguards concepts with respect to nuclear material accounting and reporting would be an asset.
- Ability to solve problems that may arise with the information sources and propose solutions and improvements to the collection system.
- Good understanding of computer work station systems for communicating with the mainframe and operating in a Local Area Network.
- Curiosity and willingness to learn new skills and to acquire in-depth knowledge of specific issues.
- Strong organizing skills: ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines and adapt to constantly changing demands while maintaining accuracy and paying attention to detail.
- Good interpersonal skills to work harmoniously in a multicultural team with sensitivity and respect for diversity.
- Strong analytical skills: ability to understand how to detect and resolve problems and/or errors in nuclear accounting.
- Strong communication skills to convey work results as well as problems and suggested resolutions in a clear manner.
- Computer skills: Proficiency in MS Office 2010, which is the IAEA standard (Word, Excel, Outlook, PowerPoint), and the ability to use databases.
- Completed secondary education.
- Minimum of four years of relevant working experience, some of which in an international environment.
- English language test (level 2) and typing test (level 2) to IAEA standard.
- Language skills: Excellent command of written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an asset.
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €35 512 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
