Public Health Promotion Officer (Based in Kyauk Phyu)

The Role: To deliver the public health promotion humanitarian response in Rakhine
Report to: HSP Public Health Promoter/ Programme Manager
KEY RESPONSIBILITIES
Assessment and Programme Design
- In collaboration with other members of the WASH team, conduct assessments and baseline studies in order to identify WASH-related health risks and priorities.
- Collect, record and interpret qualitative and quantitative data Use assessment data to design participatory
- Public Health Promotion (PHP) interventions appropriate for the local context and culture.
- Provide weekly update reports (including data collects, minutes from meetings, and key achievements for the week)
- Contribute in developing work plans and program activities.
Programme Implementation:
- Plan, implement and monitor the hygiene promotion intervention in Kyauk Phyu project township in conjunction with the Public Health Engineer (PHE)
- Provide capacity-building support and accompaniment to the implementation of IDP camp WASH management committees and health volunteers on hygiene promotion, including training, provision of appropriate IEC materials, distribution of NFIs and mentoring.
- Carry out hygiene promotion sessions/activities with volunteers and WASH committees to the wider community.
- Ensure camp WASH management committees and volunteers are able to supervise, manage and monitor the WASH facilities and mobilize (Internally Displace People) IDPs in taking action to improve high risk hygiene practices.
- Implement hygiene promotion interventions for specific target groups e.g. school children, women and men groups.
- Carry out regular feedback to the volunteers, camp management committees and local authorities to ensure accountability and protection issues are taken action.
- Validate target beneficiaries for delivery of Non-Food Item (NFI) distributions and conduct Post Distribution Monitoring (PDM). Monitor and report against key WASH and health indicators .
Programme approach:
- Apply Oxfam's minimum requirements on accountability to beneficiaries in the implementation of PHP activities Raise awareness and build capacity of community affected by conflict in adhering to Oxfam and international humanitarian standards
- To ensure that the programme take gender, protection issues fully into account. Ensure safe programming approach is undertaken at all stages of programme implementation.
Programme planning and reporting:
- Contribute weekly PH team planning meetings.
- Reflect on programme experience to contribute to PHP /WASH learning review.
- Provide regular and reliable narrative reports.
- Contribute to the design, management, and communication of a responsible exit strategy.
- To monitor and report to the management the community level key issues and security incidents that impacts to the staff and programme.
- Identify and request appropriate health promotion materials and equipments required for the project.
Staff Management
- Manage health volunteers and WASH committees in a defined geographical area.
Logistics
- Work with logistics to ensure timely procurement and distribution of NFIs.
Coordination
- Technical coordination with field teams to ensure coherent and consistent programming.
- Maximise the value of integrated working with PHE and logistics teams.
- Facilitate communication and cohesive working between PHEs and PHPs.
- With supervision, collect and report community level programme information for sharing to coordination mechanisms as required.
SKILLS AND COMPETENCE
- Degree in social science with at least two years practical experience in community mobilization and organization and appropriate community health and sanitation programmes.
- Good understanding of the health and hygiene risks of IDPs, poor rural and urban communities and of appropriate ways of tackling them.
- Must be aware of and sensitive to the particular needs of women in this context.
- Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
- Flexibility and ease in working with local people have diplomacy, tact and administrative skills in order to work with people at managerial level, and occasionally government levels.
- Assessment, analytical and planning skills.
- Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards.
- Capacity and desire to pass skills and information, confident communicator and willingness to work in collaboration with others and respectful to the community.
- Takes responsibility for own work and delegated project/processes (including some leadership).
- Anticipates problems and regularly provides solutions. Knowledge of area of work and ability to contribute to team planning.
- Proactively assumes more responsibility and/or more difficult areas of work in agreement with manager.
- Contributes to development of programme initiatives.
