Project Officer – Hard-to-reach (Myebon) Date: August 29, 2013 Relief International is a humanitarian non-profit agency that provides emergency relief, rehabilitation, development assistance, and program services to vulnerable communities worldwide. Relief International is dedicated to reducing human suffering and is non-political and non-sectarian in its mission. Relief International's Emergency Health Response project in Rakhine State aims to improve access to life-saving interventions, nutrition and immunisation for both IDPs and hard-to-reach communities in Myebon township. The project will use a community-based approach to increase health seeking behaviour and demand for health services in both contexts.

Duration: 6 months (extendable based on fund availability)

General Description of Role
Under the direct supervision of the project manager, the project officer will take overall responsibility to ensure efficient and effective implementation of activities related to immunisation, nutrition, emergency referral and behaviour change communication in hard-to-reach villages through coordination and collaboration with township health department, members of health team and other local stakeholders.
Specific Responsibilities
- With the guidance from township health department and project manager, develop detailed implementation plan to promote health coverage in the hard-to-reach villages
- Jointly conduct awareness raising campaigns and health education sessions during outreach visits with basic health staff and community volunteers
- Support in community-based nutrition screening, nutrition promotion, management and referral
- Conduct coordination and advocacy meetings with community health personnel and the concerned authorities at the Township and RHC levels
- Establish good cooperation and coordination with the township health department and other local stakeholders
- Ensure necessary logistics arrangements and proper supply chain management of medicines and non-medical supplies
- Facilitate and organize trainings for the community health volunteers
- Carry out situational analysis and other M&E activities as necessary under the guidance of M&E Officer and the project manager
- Compile and submit regular reports to the project manager on time
- Support in establishing and operationalizing proper referral pathway for the emergency patients
- Attend external meetings if/when assigned to represent RI and maintain good relationship with other local stakeholders
- Perform other duties as required
Desired background and experience
- MBBS Degree
- At least 2 to 3 years in public Health Area working with INGO / LNGO/ UN
- Proven programme management & coordination skills
- Research knowledge and experience
- Goodcommunication skills, written and spoken, in both Myanmar and English
- Experience in MS Word, Excel, Powerpoint
- Willingness to make frequent field trips and night stays in hard to reach area
- Experience of working with conflict affected communities
- Ability to work under stressful conditions and working environment
- Commitment to Relief International values essential
