Background
The building sector in Romania is dominated by residential buildings that are generally old and have poor thermal performance, with average annual heating requirements of 137-220 kWh/m2. Pilot projects in Romania have shown that it is possible to reduce cost-effectively heating needs by at least 40-50%. Nevertheless, the rehabilitation of these poorly energy-efficient buildings is taking place at a very slow pace. In addition, new construction in poorer households in rural areas is dominated by the use of energy inefficient materials with “Do-It-Yourself” projects resulting in inefficient, sub-standard dwellings which will not meet standards according to the European Performance in Buildings Directive.
Duties and Responsibilities
The Local Coordinator will provide supervision and support for the implementation of activities stipulated in the contracts for rehabilitation works concluded by the Implementing Partner (MDRAP) and by the municipalities, in the two counties included in the project. The project sites include the following municipalities: Calafat, Craiova (Dolj) and Calan, Petrila, Petrosani and Vulcan (Hunedoara). The Local Coordinator will work under the overall supervision of the UNDP Head of Programmes, Project Manager and Project Task Leader, and will also work closely with the partners’ representatives and the relevant consultants within the project, as to support proper implementation of all project activities and deliverables within the partner cities.

Under Outcome 3 above, the project will implement building rehabilitation/refurbishment/construction works using locally produced EE building materials in social buildings within the 6 partnered municipalities, subsidized by the UNDP under certain eligibility conditions. There are 40 social buildings to be rehabilitated, out of which 6 were already finalized during 2012. The main role of the Project Local Coordinator is to work very closely with the local municipalities assigned to him/her in order to ensure that appropriate investments in energy efficiency in buildings are identified, and that the works for building design, audit and rehabilitation stipulated in the contracts concluded as above are properly performed.

Expected delliverables:
  • The deliverable shall be submitted to the Head of Programme Unit of UNDP Romania and Task Leader of Energy Efficiency Project and the payments will be made after the approval of the deliverable by UNDP and the project manager;
  • The estimated deadline and deliverables are detailed in the Terms of Reference attached as Annex 1.

    Required Skills and Experience
    Academic Qualifications:
    • University degree in engineering;
    •  Post graduate degree and/or a certificate in increasing energy efficiency in buildings would be a plus.
    Experience:
    • Experience in thermal rehabilitation programmes (minimum 3 years);
    • Knowledge of energy/environment issues related to the buildings sector;
    • Experience of working with international organizations would be an advantage.
    Language:
    • Fluency in Romanian and fair command of English are required.
    Other:
    • Availability to undergo frequent field missions to the project sites.
