Background
UNHABITAT has a long term good co-operation with the Government of Rwanda (GoR) since 1994 after tragic events that befell the country. Beginning with 1994, UN-HABITAT assisted the government of Rwanda (GoR) to implement projects on resettlements of returnees and reconstruction of destroyed infrastructure through by then a project called Urgent Resettlements of Returnees and Reconstruction Programme. UN-HABITAT provided support to the Government in the following areas: 1)Institutional support to the Ministry of Rehabilitation and Social Integration and the Kigali Municipality; 2) Rehabilitation of public buildings in Kigali and other urban centres , 3) Site development in Kigali and other urban centres for the resettlement of displaced people and returnees and 4) Repair of war-damaged and construction of houses in urban areas for displaced people and returnees.
From 2004 to date, UN-HABITAT has continued to support the Government of Rwanda through Ministry of Lands, Environment Natural Resources (MINERENA), Ministry of Infrastructure (MININFRA), City of Kigali, Ministry of Youth , Districts (Bugesera, Karongi, Rusizi and Rubavu) to formulate and implement the following projects:
  • Kigali Industrial-Environnemental Management Framework (KIEM);
  • Support to the Ministry of Infrastructure (MININFRA) to formulate the urban development policy;
  • One Youth Stop Center;
  •  Water for African Cities Phase II Programme for Kigali;
  •  Lake Victoria Water Sanitation (LVWSAN) Programme;
  • Resettlement of Tanzania Returnees;
  •  Slums upgrading in Karongi and Rusizi districts;
  •  Urban Catchment Management of Rubavu Mount.
UNHABITAT is also part of UN Family in the implementation of One UN Programme through Delivery as One since 2008. UN Habitat fully participated in the preparation process and the implementation of UNDAF 2008-2012 and currently involved in preparation of UNDAP 20013-2018.
Duties and Responsibilities
 Under the supervision of UNHABITAT Programme Manager, the Programme Analyst will
  • Contribute substantively to promote the vision, mission, and strategic goals of UNHABITAT;
  • Support the implementation and the monitoring of  ongoing programmes and projects; through discussing project work plans, progress and performance; conduct evaluation missions and write TORs for consultants; propose direction and solutions; etc…
  • Contribute to consolidate programmes and plans for easy follow up and reference;
  • Support the implementation of UNDAP by developing fund mobilization strategies
  • Support the UNDAP review process and provide relevant technical advice towards the consolidation of action plans and progress reports;
  • Participate actively and contribute to UN system co-coordination and programming e.g. through joint programme/activity documents preparation, participation in thematic group meeting and different events organized by other UN agencies;
  • Organize/participate/contribute in the formulation of the projects/programmes;
  • Design a strategy of communication and visibility activities of UN Habitat in consultation with the HPM and in accordance with One UN voice;
  • Sound contributions to knowledge networks and communication of best practices and lessons learned about Urban environment, climate change, Urban planning and management/Governance within communities  
  • Provide technical reports on project impacts against set indicators including Donor Assistance Database (DAD) and On UN Program Monitor reporting frameworks and tools;
  • Carry out other duties as may be assigned by the HPM.

Required Skills and Experience
Education 
  •  Masters degree or equivalent in Project Management.
 Experience
  • 3 years of experience in project management with International organization;
  • Well conversed with One UN performance mechanisms and frameworks in Rwanda;
  • Experience in formulating the projets that can produce a positive impact to the poor population in urban area;
  •  Experience in knowledge of urban environment/disaster management/environment management systems;
  • Experience in working in multi-national teams, including members from developing countries;
  • Strong skills in Microsoft Word, Excel, Outlook, Power Point.
Language:
  • Fluent in English.
