Description
The 'Capacity Building of the Human Rights related Committees in the Council of Representatives and the Independent High Commission for Human Rights (IHCHR) in Iraq' project is designed in response to Human Rights needs and the situation in Iraq. The project is funded by the European Commission and implemented by UNOPS to support the IHCHR.
The project comprises of two main components to be implemented over a twoâ€year period. The first component focuses on enhancing the capacity of the relevant committees for human rights in the Council of Representatives, which constitutes the driving force behind the newly established Independent High Committee for Human Rights in Iraq. As a second component, direct support will be provided to the IHCHR.
The overall objective of the project is to support Iraq to effectively use its own resources to deliver quality public services and practice good governance including the management of democratic processes and the enforcement of human rights.
The project has the following two specific objectives:
- Human rights related committees within the Council of Representatives promote and protect
human rights in Iraq.
- The Independent High Commission for Human Rights promotes human rights and prevents human
rights violations and abuses in Iraq.

Duties and Responsibilities
Under the overall supervision of the Programme Manager, the Human Rights National Officer is required to perform the following duties and responsibilities:
General
- Participate in the implementation of resultsâ€driven work plans to ensure the overall success of the delivery process;
- Contribute to the overall review of the implementation plans, including the preparatory and operational needs of the projects;
- Provide advice and assistance to the Programme Manager in the dayâ€toâ€day implementation of project activities; and
- Attend meetings (internal and external) relevant to the project activities and liaise with implementing partners, clients, Iraqi counterparts and any other involved parties.
- Advises the PM on relations building with relevant national and international stakeholders for the implementation of the programme. Specific
- Advise and assist the PM in the implementation of the project components and ensure its internal coordination and consistency with other project activities;
- Manage the deployment of human rights consultants contracted to support specific capacity building and technical support activities;
- Assist the PM on working relationships with related partners (in particular the High Iraqi Commission for Human Rights, the Human Rights Committee in the Council of Representatives)/stakeholders (i.e. the EU Delegation) on human rights issues;
- Regularly monitor and evaluate the quality of the capacity building activities delivered and ensure the development of relevant tools to facilitate the performance of project tasks
- Support the Project Manager in ensuring the continuous capacity building of the High Iraqi Commission for Human Rights, to manage and investigate complaints, research, produce the Annual Report on Human Rights, draft proposals for Iraqi institutions and legislative reform, as well as to build up its regional representation
- Support the Project Manager in ensuring the continuation of the strengthening of the capacity of the CoR Committee on Human Rights, particularly its capacity to liaise with the Independent High Commission for Human Rights and with Iraqi Civil Society.

- Advanced University degree (Master's degree or equivalent) in law, political or social science, international studies with a specialization in Human Rights studies. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

b. Work Experience
- At least 3 years of progressively responsible experience in human rights, humanitarian or political affairs. Experience working with parliamentarian or human rights commissions, ombudsmen or other human rights institutions is an asset.
c. Key Competencies

- Sound knowledge of and exposure to a range of humanitarian assistance, emergency relief and related human rights issues, to include approaches and techniques to address difficult problems;
- Strong analytical capacity and in particular the ability to analyse and articulate the humanitarian dimension of issues which require a coordinated UN response;
- Ability to identify issues and to use sound judgment in applying technical expertise to resolve a wide range of problems;
- Strong research skills, including ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in assigned country/area; ability to workunder extreme pressure, on occasion in a highly stressful environment;
- Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations.Communications
- Good communication (spoken and written) skills, including the ability to draft/edit a variety of written reports and communications and to articulate ideas in a clear, concise style;
