DESCRIPTION
RWI seeks a full-time, Yangon-based Myanmar Program Manager (PM) to coordinate the implementation of a new two-year engagement in Myanmar (supported by DFID and AusAID) focused on strengthening capacities of civil society in extractive industries governance, and especially on supporting civil society preparation and participation in the Extractive Industries Transparency Initiative (EITI) process. The PM will be responsible for supporting, overseeing and coordinating activities and grants to civil society on the ground, in close collaboration and under the supervision of RWI Asia Pacific office (Jakarta). The PM will also be responsible for building relationships with the Myanmar Development Research Institute (MDRI), policymakers and government officials, coordinating relevant technical assistance to support the achievements of the program. Emphasis will be placed on supporting civil society actors and building capacities, and on facilitating collaboration and dialogue between non-government stakeholders and the government.
The Myanmar PM, will work closely with RWI's New-York headquarters and with Jakarta-based Asia-Pacific regional staff; especially with the administrative/finance assistant based in Jakarta who will support the administrative and financial work and reporting of the overall Myanmar Program. The PM will report to the Asia Pacific Project Manager (Jakarta-based).
RESPONSIBILITIES
  • Strategic oversight of the country program, including monitoring country context and implementation of activities to continuously inform the design of future activities;
  • Track and analyze policy developments relevant to transparent and accountable extractive revenue management in Myanmar to inform program implementation;
  • Coordinate the development of capacity-building and coalition-building activities to support civil society engagement (with other stakeholders) on issues of extractive industry governance and EITI; including coordinating relevant research, training workshops, seminars and follow-up to ensure sustainable transfer of knowledge and skills to beneficiaries;
  • Facilitate multi-stakeholder dialogue and engagement between oversight actors;
  • Coordinate support to develop relationships with MDRI, Government officials and businesses, and to assess demand for and facilitate the delivery of technical assistance;
  • Act as a resource on extractives governance in Myanmar, representing RWI and presenting at workshops in Myanmar and the region as appropriate;
  • Maintain and coordinate relationships with donors and international partners, including communications, project management, and finalization and implementation of the program's monitoring and evaluation framework.
REQUIREMENTS/RECOMMENDATIONS
  • Advanced degree in relevant field (development, political science, law, economics, etc.);
  • At least 5-7 years of experience in running and managing civil society projects in the development, advocacy or related sector;
  • Preference for knowledge of Myanmar's extractive sector, transparency context and development issues; and familiarity with the macroeconomic and structural challenges of oil, gas and mineral rich countries;
  • Preference for previous capacity building experience, with both the content and delivery of capacity building programs, as well as their logistical organization and coalition building;
  • Track record of policy dialogue with governments and companies a plus;
  • Excellent communication, writing and analytical skills;
  • Ability to interact and coordinate with a variety of stakeholders and manage simultaneous projects in a fast-paced environment;
  • Ability to work independently and as part of a team;
  • Integrity and professional discretion;
  • Preference for fluency in Myanmar language; English fluency required.
SALARY: Commensurate with experience (full-time position)
START DATE: As soon as possible – with contract until 30 April 2015 (with possible extension depending on successful fundraising).
LOCATION: Yangon, Myanmar (with travel in the region and internationally)
