Background
Phase I of the EU/UNDP/OHCHR interventions in Turkmenistan strengthened the national capacity of Turkmenistan to promote and protect human rights in a number of areas. The overall objective of this project was to increase knowledge on international human rights standards and mechanisms in Turkmenistan and to strengthen national capacities to promote and protect human rights in accordance with these standards. Phase I ended on the 2nd of July 2013.
A second Phase is planned from 1 January 2014. Between the two phases, it is important that momentum is not lost and that preparations are made for the new direction that will be provided by Phase II. This will involve keeping communications open with beneficiaries of Phase I, continuing their development and undertaking certain activities that will lay the groundwork for Phase II initiatives.

Four result areas contributing to the achievement of this overall objective are expected in the interim phase:
- National human rights action plan (NHRAP) completed which includes a specific focus on Universal Periodic Review (UPR) implementation. The NHRAP will be results-oriented;
- Turkmen National Institute of democracy and human rights under the President of Turkmenistan advocates for human rights, raises human rights awareness among officials and general public, investigates and monitors implementation of human rights standards;
- Awareness of Turkmen institutions, relevant stakeholders and public on implementation of newly ratified international instruments, as well as selected thematic human rights issues, and UPR recommendations raised;
- Judiciary and law enforcement bodies approached for enhancing and practicing professional skills to ensure access to justice.
Activities foreseen under the above mentioned area number three in the interim phase of the project are those targeted for the continuation of a provision of trainings on human rights standards for various professional categories, started in the framework of the 1st phase. During the first phase of the project, a group of trainers from key government agencies were given human rights Training of Trainers; series of Human Rights TOT Trainings, as well as a workshop on the debating skills were conducted for the staff from the NIDHR, higher educational establishments and other State institutions in order to form the group of national human rights experts. Basic workshops on Human Rights were also organized for the Government and Law Enforcement officials in Ashgabat and velayats. The conceptual documents on institutionalization of human rights training for law enforcement officials were developed during the first life circle of the project.
Building on the results of the first phase, a advanced TOT Training on Human Rights Based Approach to policy development and implementation (HRBA) for the abovementioned national human rights experts and new trainers identified by the NIDHR and relevant national institutions as trainers. In addition, a Workshop on Human Rights education as a part of Civil education for the representatives of State ministries, agencies and other stakeholders are planned under the interim phase of the project.
Duties and Responsibilities
In accordance with the overall objective of the project and under the supervision of the Deputy Resident Representative, the International Consultant will conduct the proposed activities as the next step in capacity building of the national human rights experts.
Outputs:
In accordance with the duties listed above, the International Consultant is expected to deliver the following major products:
- Prepare relevant reference materials, manuals and handouts, etc. to conduct the advanced TOT Training on HRBA and Workshop on Human Rights education as a part of Civil education; The training materials/handouts will be made available to the NIDHR and the project team in advance of the training session for translation into Russian and printing;
- Facilitate a Training for the group of national human rights experts;
- Facilitate a Workshop for the representatives of the State ministries, agencies and other stakeholders;
- Prepare the final report, including the results of the work done, lessons learned and the proposals for further capacity building of the national experts.
Deliverables and timeframe:
- Preparation of the materials (preferably in Russian), Home based - 3 days (30 Nov-2 Dec 2013);
- Facilitate a TOT training, Field work (Ashgabat) - 3 days (3 - 5 Dec 2013);
- Facilitate a Workshop, Field work (Ashgabat) - 1 day (6 Dec 2013);
- Prepare the final report, Home based - 2 days (7-8 Dec 2013).
Payment Conditions:
This is a lump sum contract that should include costs of consultancy required to produce the above deliverables. The final schedule will be agreed upon in the beginning of consultancy.
Payment will be released in two installments: 70% (deliverables one and two and 30 % (deliverable three) – upon timely submission of respective deliverables and their acceptance by UNDP Turkmenistan.

Required Skills and Experience
Education:
- Advanced university degree in a relevant field, such as law, political science, international relations or a related field with a particular focus on Human Rights and/or Human Rights education;
Experience:
- At least 7 years of relevant working experience, the solid experience in the Human Rights education, facilitating of TOT Trainings and HRBA is required;
- Knowledge and experience of work in the CIS or Central Asia is an advantage;
- Good knowledge of the UN mandate in the area of democratic governance is an asset;
Language Requirements:
- Excellent written and spoken Russian;
- Fluent English is desirable;

- Methodology on how they will approach and complete the assignment.
Evaluation Criteria
The consultant will be evaluated against a combination of technical and financial criteria.
Maximum score is 100.

The technical evaluation (70%, or max 70 points) will take into account the following as per the scoring provided:
- Education – 5 points;
- Relevant working experience – 10 points;
- The experience in Human Rights education, TOT and HRBA Trainings – 20 points;
- Good knowledge of the UN mandate in the area of democratic governance – 10 points;
- Knowledge and experience of work in the CIS or Central Asia – 5 points;
- Fluency in Russian – 15 points;
- Fluency in English – 5 points
Financial proposal – 30% of total evaluation - max 30 points
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Additional requirements for recommended contractor:
Recommended contractors, if the travel is required, shall undergo a full medical examination including x-ray, and obtain medical clearance from the UN-approved doctor prior to taking up their assignment.
