Context:
Under the overall Supervision of the Chief of Mission in Juba, and under the direct supervision of the Head of Operations, the successful candidate will be responsible for Page
organizing, managing and implementing all aspects of the Rapid Response Fund (RRF) cycle from receipt and review of applications from national and international NGOs, as well as needs assessment based requests from IOM field offices, ensuring adherence with RRF Guidelines, through to the approval, administering and monitoring of projects. These responsibilities include having a firm understanding of the narrative and financial content of each grant, as well as undertaking the overall monitoring of all RRF activities. The Grants Manager is the principle administrator of RRF activities, and has the overall responsibility of ensuring that the content and processes of grants consistently meet project objectives and IOM standards.
Core Functions / Responsibilities:
1. Oversee the Rapid Response Fund and ensure the rapid development, tracking and implementation of grant ideas and approved grant activities.
2. Coordinate delivery of relief funds provided by IOM/ Office of U.S. Foreign Disaster Assistance (OFDA). Ensure that disbursements are carried out in accordance with IOM standards and procedures, and relevant United States Agency for International Development/ (USAID/OFDA) rules and regulations. 3. Manage, modify, update and maintain the Fund Database to ensure that all hardcopy and electronic documents for all grants are completed, filed and in order.4. Review the narrative components of all grants and reports closely to ensure that applicants are provided with the necessary support during the grant development process and that approved grants successfully implement the goals and strategic objectives of the programme. 5. Coordinate Memoranda of Understanding with IOM's Legal department in Headquarters (HQs) when necessary. 6. Conduct field visits in order to monitor and evaluate funded activities. 7. Maintain an extensive information management system, produce reports and run queries on the database in a rapid fashion as requested by the Head of Operations, develop reporting templates and refine existing mechanisms as required to ensure appropriate institutional memory in the area of grants activities and management.8. Monitor and maintain a full inventory of costing for each specific grant; coordinate closely with the finance and procurement teams on grant and programme financial reporting.9. Liaise regularly with the project donor, and coordinate project activities, including smallgrant approvals, with IOM Washington/ Community Stabilization Unit. 10. Perform such other duties as may be assigned.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution preferably in Business Administration, Management or a related field;
  • two years of professional experience (or four years for candidates holding a first level university degree) in community-based and/or small-grants programming;
  • experience in infrastructure works, procurement and civil-society strengthening an advantage;
  • experience working with the United States Agency for International Development (USAID) programmes required preferably of the Office of Foreign Disaster Assistance (OFDA);
  • previous experience in operational activities in a post-crisis or emergency area.
Languages Fluency in English is required. Working knowledge of Arabic advantage.
