The role: To assist with the financial aspects of humanitarian and development programmes. . 2 years (Fixed Term) Finance Manager

KEY RESPONSIBILITIES Contract management
  • Ensures adherence to donor's financial requirements
  • Prepares accurate donor reports in accordance with the specified format within the agreement timeframe in coordination with programme Financial information and reporting
  • Develops financial analysis tools to assist budget holders in the management and monitoring of budgets and indentifies significant variances in spending
  • Ensures the completeness, accuracy and timeliness of all financial reports for internal and external purposes Financial control and budgeting
  • Assists the Finance Manager in ensuring that Oxfam financial procedures are followed in country office and field offices, and systems are developed to accommodate the needs of those programmes.
  • Supports the Finance Manager in the implementation of Oxfam's internal controls, finance policies, systems and procedures with the country programme.
  • Assists the Finance Manager in the efficient conduct of project/donor audit and internal audit. Programme support
  • Coordinates with Programme Funding Coordinator to ensure compliance with donor guidelines.
  • Assists Finance Manager in organising financial orientation and capacity building exercises for respective Oxfam teams as applicable to ensure that the financial standards required of them are always maintained
  • Conducts partners' appraisal and review of finance report from partners to ensure they that are compliant with Oxfam and donor's standards and guidelines.
  • Provide capacity building support to partners in the area of financial management and controls Management and development
  • Read and utilise documents relevant to areas of work.
  • Contributes to evaluating and developing own practices in line with Oxfam ways of working and policies.
  • Participates actively in staff development activities including induction, performance evaluation, meeting and debriefings.
  • Coordinates and consults with the Finance Manager and/or any relevant member of the CMT on pertinent organisational matters.
SKILLS AND COMPETENCE
  • Education to part-qualified level with proven accounting experience
  • Experience in donor contract management and extensive understanding of various donor guidelines is essential.
  • Attention to detail
  • Ability to implement Oxfam's financial policy and procedures and good practice/systems
  • Good computer skills, specially in e-mails, internet, word processing and spread sheets essential
Able to work under minimum supervision; able to manage own time and some conflicting priorities without upward referral. Effective verbal and written communication skills; ability to get a message across to others in an appropriate way Ability to work on own initiative, manage workloads and competing demands without close supervision and achieve results Well developed interpersonal and team skills and proven ability to be flexible in demanding situations Previous work experience ideally with non-government organisations would be an advantage. Commitment to humanitarian principles and action. Demonstrated commitment to gender and diversity issues.
