JOB DESCRIPTION
Position Title: Finance and Administration Manager
Office/Division: Jhpiego/Myanmar
Reports to: Program Manager
Job Site: Yangon, Myanmar
Summary Scope of Work:
The Finance and Administration Manager oversees the financial, administrative and operational aspect of Jhpiego programs in Myanmar and ensures that financial and administrative systems are compatible with standard accounting practices and follow USAID and Jhpiego rules and regulation. The Finance and Administrative Manager is the primary financial liaison with the Jhpiego Baltimore office and other partners in the Myanmar country program. S/he ensures that daily operations are maintained in an efficient and effective manner. The Finance and Administration Manager works closely with Jhpiego's head office personnel to collaborate and coordinate implementation of uniform administrative and financial procedures. MAJOR
DUTIES AND RESPONSIBILITIES
Finance:
1. Manage day-to-day financial operations with particular emphasis on handling Jhpiego bank account operations, implementing and maintaining on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of Jhpiego/Myanmar financial operations.
2. Maintain, monitor, and disburse funds from the project bank account in accordance with Jhpiego's financial management guidelines
3. Code, track, and process vendor and consultant invoices, and staff expense reports for payments.$
4. Monitor and reconcile travel expenses and project expenses to individual advances
5. Provide HR support including payroll, benefits, taxation and time sheets as needed
6. Examine financial documents such as invoices vouchers, purchase orders, etc. to ensure
7. Maintain proper documentation of all financial transactions and filing of accounting documents; maintain accounting records compatible with standard accounting practice, JHU/Jhpiego, and USAID cost principles
8. Reviews and replenishes Office Petty Cash Fund Finance and Administration Manager Jhpiego/Myanmar Program Manager Yangon, Myanmar
9. Prepare monthly financial reporting (QuickBooks) including monthly accrual/ projection spreadsheet and ensure timely submission to Jhpiego head office in Baltimore.
10. Assist Jhpiego Program Manager in analyzing, reporting, and evaluating obligations and expenditures of the program budgets, including sub-agreement budgets with partnering agencies and sub-grantees. Monitor expenditure levels against budget and funding obligations.
11. Assist in development of annual work plan budgets and quarterly financial forecasting for the in-country project activities in coordination with the SPO and in-country program staff; submit quarterly accruals and projections reports to Jhpiego
12. Submit tax statutory report to the country tax office and ensure compliance.
13. Serve as a resource person for non-finance staff on USAID and Jhpiego rules and regulations
14. Assist with external audits as appropriate Administration:
1. Provide day-to-day logistic support to field activities and office management
2. Arrange travel and lodging for program staff and visitors
3. Contribute and participate in the development and maintaining of the Jhpiego's incountry personnel manual and policies
4. Oversee the recruitment, selection and hiring of Jhpiego local staff
5. Oversees the project procurement and ensure adherence to USAID and JHU/Jhpiego procurement policies
6. Develop and ensure adherence to safety and security guidelines
7. Develop and ensure adherence to local office travel procedures
Qualifications and Requirements:
1. MBA or similar qualification (such as qualified accountant with CPA, ACCA, CAT and/pr CIMA qualifications) with at least 5 years of relevant work experience
2. Proficiency in MS Office, especially Excel
3. Excellent communication skills including fluency in spoken and written English
4. Familiarity with at least one accounting software (QuickBooks preferred)
5. Experience with NGOs and USG-supported projects and USAID rules andregulations
6. Ability to handle a variety of assignments sometimes under pressure of deadlines
7. Must be cooperative, hardworking, flexible & dependable
